Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a Basic Ordering Agreement (BOA) with Raytheon Integrated Communications Systems, 1010 Production Road, Fort Wayne, IN. 46808 for the procurement of spares and repairs to support the ARC-222 VHF Communication System consisting of the ARC-222 VHF Receiver Transmitters, Part Numbers 902449-801 and 902047-812, and ARC-222 Radio Control Panels, Part Number 902198-817 from Raytheon Company, Cage Code 37695 in support of the C-130J and derivative aircrafts (i.e. KC-130J, HC-130J, and FMS). The AN/ARC-222 VHF system provides airplane-to-airplane or airplane-to-ground voice or data transmission in the VHF frequency range. The purpose of this effort is in support of the C-130J Aircraft Sustainment Program. The nature of this action is for repairs, upgrades, modifications, and spares manufacturing for the Raytheon AN/ARC-222 VHF Communication system. The AN/ARC-222 provides VHF two-way communications for voice and data over single channels with frequency-hopping modes for secure transmissions. The ARC-222 is a Single-channel Ground and Airborne Radio System (SINCGARS) compatible radio operating in the AM and FM range of 30.000 to 87.975 MHz range and SC amplitude modulation (AM) in the 108.000 to 151.975 MHz frequency range (108.000 to 115.975). This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is that the U.S Government does not own or possess the required documentation necessary to manufacture, repair upgrade, or modify these avionics components in addition to the duplicative costs and time that would be required to reverse engineer the system. Since this is a sole source procurement, a solicitation will not be posted to the internet. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. It is the responsibility of interested offerors to monitor FedBizOpps and/or NECO for any additional amendments that may be issued. It is the responsibility of the offeror to submit offers to the Point of Contact (POC) at NSWC Crane.
