Description
Attachment 1 - ICE FMS RFI Description This is a Request for Information (RFI) in accordance with Federal Acquisition Regulation (FAR) Subpart 15.201(e). The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ) is seeking to gather information regarding the availability and feasibility of a Shared Service Provider (SSP) service that has the capability of providing financial management solutions and eliminate operational constraints in order to meet ICE and their customer's financial management system needs. ICE Office of the Chief Financial Officer (OCFO) is responsible for operating and maintaining a core financial system (CFS) and servicing the financial management requirements of five DHS customers. ICE currently operates and maintains a financial system that captures and records financial data in the General Ledger to provide support for tracking and recording transactions through the financial process. The scope of this RFI is to explore avenues that could potentially lead ICE and its customers to transition to a fully integrated financial management system (e.g., core financials, procurement, asset management). How to Respond Please refer to Attachment 1 - ICE FMS RFI, which outlines the financial management requirements that ICE and their customers are seeking. Responses from interested vendors should address all areas outlined in Attachment 1. The page limit for vendor responses shall be no more than 25 single-sided pages, although this may be supplemented by attachments. There is a limit of five (5) attachments to a vendor's response. Each attachment is limited to five (5) single-sided pages. Double-sided responses should be equivalent of single-sided pages as outlined above. Responses should be emailed as either a.pdf or MS Word attachment and must include a cover letter on institution letterhead including the institution name, point of contact, address, phone number, and fax number. Responses should be emailed to the Contracting Officer, Harold Honegger, at harold.honegger@ice.dhs.gov and the Contract Specialist, Vanessa McNair, at vanessa.p.mcnair@ice.dhs.gov by 3:00 PM ET on July 19, 2013. Industry Day ICE will hold an industry day to promote early exchanges of information and to further provide an understanding of the Government's requirements and industry capabilities. The industry day is scheduled for June 28, 2013 from 9:00 AM to 12:00 PM ET, but is subject to change. The industry day will be held in the Julie Myers Conference Center located at ICE Headquarters, 500 12th St NW, Washington, DC 20536. ICE is requesting vendors to submit initial questions pertaining to this RFI via email to the Contracting Officer and the Contract Specialist by 3:00 PM ET on June 25, 2013. The initial questions submitted will allow time for ICE to address and provide a more thorough response to the questions during the industry day. All questions in response to this RFI are due by 3:00 PM ET July 8, 2013. All vendors interested in attending the industry day should notify the Contracting Officer and Contract Specialist via email by 3:00 PM ET June 25, 2013 of their intent to attend the industry day. Due to the unknown number of responses from vendors and limited space availability, interested vendors are requested to limit their attendees to two (2) employees. For security purposes, vendors are required to provide the full name of the employee attending the industry day and their company name. This information should be included in the intent to attend email. Additionally, each employee attending should be able to provide two (2) forms of identification upon request at the security desk in order to gain entry into the building. Any vendor who does not provide their intent to attend the Industry Day and/or the required employee information may be turned away due to security purposes and/or limited space availability. Therefore, it is important that vendors provide the necessary notification and information as outlined above. Should it be determined that additional space is available, all vendors will be contacted and asked to provide information on additional attendees. Demonstrations ICE may establish a dialog with vendors who provide responses to the RFI, as needed, to gain a better understanding of their service offerings. Additionally, ICE may conduct Question and Answer (Q&A) sessions, which may include brief demonstrations, with vendors whose solution meets ICE requirements. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this RFI are not offers and cannot form a binding contractor commitment by DHS ICE to take procurement action in this matter. The purpose of this RFI is to obtain market information on capable sources of supply, industry practices, and input specific to the information and questions provided in Attachment 1. Furthermore; DHS ICE, while seeking input from industry to this RFI, is not required to execute a full and open competition should the government take further procurement action. DHS ICE is not responsible for any cost incurred by industry in furnishing this information. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses will not be returned nor will the Government confirm receipt. All Government and Contractor personnel reviewing responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described in 41 USC 2101-2107. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified.
