HT0003-13-RFI-0008-Perinatal Analysis *ALL QUESTIONS ARE DUE NO LATER THAN 2:30PM ON JULY 3RD, 2013* **Please see full RFI for full information** This request for information is to ascertain the capability of vendors to analyze outcomes of mothers and their infants during the perinatal childbirth experience against evidence based standards of care. The TRICARE Office of the Chief Medical Officer (OCMO) requires a review of perinatal care to determine best clinical practices and to evaluate and improve the quality of perinatal care provided to Military Health System (MHS) beneficiaries. The MHS involves all military hospitals and clinics worldwide. The objective of surveillance of the clinical quality is to monitor performance and to demonstrate/improve quality of care within the MHS. The purpose of this requirement is to support through external analysis the performance of perinatal care done in up to 52 military treatment facilities (MTFs) and identify improvement opportunities MTFs across the Air Force, Army, Navy and the MTFs in the National Capital Area. The vendor will also provide analysis of perinatal care provided on behalf of MHS beneficiaries treated at civilian facilities in the United States. The vendor is expected to be capable of review of perinatal care against established evidence based civilian maternal, fetal and neonatal quality benchmarks.
