- The United States Air Force, AFLCMC/PZIO Operational Contracting, Wright-Patterson AFB, Ohio 45433-5344, publishes this Sole Source synopsis for informational purposes only. This proposed action is for the procurement of a Stereo Particle Image Velocimetry (SPIV) system, the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(c). This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 334513 Size standard is 500 employees. The proposed source is LaVision Inc., 211 W. Michigan Ave. Suite 100, Ypsilanti, MI 48197. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received within five (5) days of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The Government requires LaVision hardware and software. The system must be compatible and interchangeable with existing lasers (NewWave Solo PIV and NewWave Pegasus) and digital cameras (PCO1600-PCO4000). Acquiring new hardware and software that is interchangeable with the existing system will maximize utility and flexibility between the research facilities. AFRL/RQTT believes that award to any other source would result in duplication of cost to the Government on the order of $__ that is not expected to be recovered through competition in fulfilling the Air Force's requirements. Without this hardware AFRL/RQTT will be significantly hindered from its continued research in next generation Turbine engine technologies. A sources sought (FA8601-13-T-0193ss) was submitted from 15 May 2013 through 24 Many 2013 a total of 10 days and no additional potential sources were identified. LaVision was the only response and was found capable. The Department of Defense (DoD) has determined the System For Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD.
