- This Presolicitation Notice is to announce that the U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS) is proposing to negotiate a contract with Isotech Laboratories Inc, on a sole-source basis, for Analyses of gas samples. The USGS has concluded that these analyses are unique and only available from Isotech Laboratires Inc. The reasons justifying this lack of competition are based on the following description of specific qualifications the Government requires of the analysis to meet its minimum need: a.Vendor must be able to provide carbon and hydrogen isotopic analysis of methane, ethane, propane, iso- and normal-butane, iso- and normal pentane; nitrogen isotopic analysis of nitrogen, carbon isotopic analysis of carbon dioxide, and sulfur isotopic of hydrogen sulfide if all gases are present in a single sample. b.Vendor must provide rental of stainless steel high pressure (1800 psi) sample cylinders for collection of samples at wellhead pressures. c.Vendor must provide packing materials that meet DOT standards for shipment of high pressure, flammable gas samples. d.Vendor must provide capability to release gas from fluid inclusions in rock samples and provide the analyses specified in bullet number a. Description of Supplies or Services The USGS EERSC, Geologic Carbon Sequestration Project is charged with providing a detailed national assessment of storage potential for carbon dioxide in geologic formations. After completing the national assessment, the Geologic Carbon Sequestration Project will carry out geologic studies of natural CO2 reservoirs to identify analogue properties needed to characterize potential anthropogenic CO2 geologic storage sites. A major part of that activity will be analysis of natural gas samples from wells and rock samples from outcrops. The analysis most include molecular composition of the gas and analysis of the stable carbon isotopic composition and stable hydrogen isotopic composition of methane through pentane hydrocarbon gases, carbon stable isotopic composition of carbon dioxide, nitrogen isotopic composition of nitrogen, and sulfur isotopic composition of hydrogen sulfide if present. These analyses of the carbon, hydrogen, nitrogen, and sulfur stable isotopic compositions of natural gases are the most critical measurements needed to identify gas source, thermal maturity, and alteration due to mixing, cracking, or microbial activity. These interpretations of stable isotope data are critical for the evaluation of natural CO2 reservoirs as potential analogues for long-term anthropogenic CO2 geologic storage. Samples must be taken at wellhead pressures (up to 1800 psi) and shipped to an analytical facility using hazardous material shipping protocols. USGS does not have this sampling and analytical capability internally. In order to be responsive to this Notice, a firm must provide the appropriate capability statement for consideration by July 3rd, 2013.
