- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce Online (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command (NAVSEA). The Naval Sea Systems Command plans to award delivery orders under Basic Ordering Agreement Number N00024-12-G-4329, on an other than full and open competition basis, to Lockheed Martin Mission Systems and Sensors (LM MS2), in accordance with FAR 6.302-1, for Post-Interim support for the LCS 1 and LCS 3. Efforts will include execution and advance planning of Continuous Maintenance Availabilities (CMAV), Continuous Maintenance (CM), Emergent Maintenance (EM), Planned Maintenance System (PMS) Planning and Execution, Facilities Maintenance (FM), Administration and Engineering Support Services (AESS), and class planning and support services. These delivery orders will bridge the gap between interim support services, currently being performed under contracts N00024-03-C-2311 and N00024-09-C-2303, and the competitive award of a Product Support Plan (PSP) contract. As the shipbuilder of the LCS 1 variant, LM MS2 is the only known source with extensive previous experience necessary to perform these efforts and has developed unique and technical expertise for the design, engineering, construction, and maintenance of these ships. LM MS2 is the only known source capable of providing coverage in order to prevent possible disruption in services and unacceptable delays in mission critical efforts necessary to restore or maintain the ship to a fully operational level required to support the Fleet. The statutory authority for the sole source is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
