Request for Information RFI‐263‐13‐00001 Request for Information (RFI) Partnership Program for U.S. and Egyptian Institutions of Higher Education Subject : Request for information for a higher education partnership program between the United States and Egypt Issuance Date : June 17, 2013 Closing Date : July 18, 2013 Closing Time : 05:00 PM (Cairo Local time) Background In an effort to foster the development of an effective program to form partnerships between American and Egyptian higher education institutions, USAID is issuing this Request for Information (RFI). USAID/Egypt invites comments on the proposed concept, including the key priorities and programming approaches discussed below. USAID/Egypt is especially interested in feedback from the private sector, higher education institutions, research entities, faculty members, potential implementers, civil society, and government officials. This announcement is a Request for Information (RFI), not a Request for Proposals (RFP) and is not to be construed as a commitment by the U.S. Government to issue any solicitation or ultimately award a contract on the basis of this RFI, or to pay for any information submitted as a result of this request. It should be noted that responding to this RFI will not give any advantage to any organization in the subsequent procurement. USAID/Egypt will not provide answers to any question submitted in response to this request. Responders may provide feedback that can be viewed by the general public or solely by USAID. Program Overview The Higher Education Partnership Program aims to develop a globally competitive Egyptian workforce through partnerships among tertiary institutions and the private sector. For the purposes of this concept paper, higher education institutions and tertiary institutions refer to both universities and technical/community colleges. In addition to being grounded in collaboration between the private sector and higher education institutions, the partnerships should benefit from substantial collaboration with the Government of Egypt, local communities and civil society actors from the United States and Egypt. The Program will build approximately 15 to 20 of these partnerships by leveraging significant resources from the private sector and other institutions. The engagement of the Egyptian and U.S. business community will be essential to identifying critical workforce needs, and potential areas for growth that are currently not being met by the Egyptian higher education system. The goal of these partnerships is to develop, implement, monitor and continuously improve prospective solutions and new approaches to tackle those shortcomings.
