Description
The U.S. Geological Survey, Columbia Environmental research Center has a requirement for analysis of abundance patterns of fish species in the Missouri river. The work will be required with the generalization of zero-inflated modeling approaches to include all the target species of the Pallid Sturgeon Population Assessment Program (PSPAP), resulting in a comprehensive analysis of abundance patterns of these fish species in the Missouri river obtained using multiple gears over different segments of the river covering 2003-2010. Such comprehensive analysis has not been conducted in previous attempts of analyzing these data due to lack of viable statistical modeling approaches to deal with issues such as data with excess zero values and obtained using multiple gears. A multivariate extension of this modeling approach to study community level models for certain species (e.g., species with known predator-prey or competitor relationships) will be conducted to achieve better understanding of nature of the dependencies among these species. Based on information available at this time, and in accordance with 41 U.S.C. 253(c)(1), implemented by FAR 6.302-1, the government considers the item specified as a sole source from Dr. Ali Arab, Georgetwon University and proposes to negotiate with that entity on that basis. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required services are invited to submit in writing an affirmative response to this announcement, and such other materials which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Affirmative response shall be received by this office by close of business June 20, 2013 by 3:00 PM Mountain Standard Time. This notice may represent the government's only official notice of this procurement.
