Description
Attachment 4 - PPI Contract Referene Sheet Attachnement 3 - Invoicing Procedures Attachment 2 - Wage Determination Attachment 1 - PWS Design Option RFQ Design Strategies for Improving Labor Inspections Systems This requirement was originally solicited utilizing full and open competition procedures via www.fbo.gov under solicitation DOL131RQ21707. Due to receipt of no responses to the competitive solicitation, the USDOL Office of Procurement Services, in support of the Bureau of International Labor Affairs (ILAB), intends to make award on a sole-source basis to an independent researcher doing business as (DBA) Andrew M. Schrank. This sole-source action will be made pursuant to Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The Awardee will be required to produce a research paper (i.e., design options paper) that identifies several feasible design options for assessing the impact of labor law enforcement strategies on firm compliance with a research focus on low-to-middle income countries, specifically those in Latin America. Simplified Acquisition Procedures pursuant to FAR part 13 applies to acquisition. The estimated value of this requirement is expected to fall below the Simplified Acquisition Threshold (SAT). The services to be acquired have been determined non-commercial in nature. This requirement will result in a Firm-Fixed Price (FFP) purchase order. The North American Industry Classification System (NAICS) Code is 541720, Research and Development in the Social Sciences and Humanities (size standard $19M). Pursuant to FAR 5.207(c)(16)(ii), all responsible sources may submit a quotation which shall be considered by the agency.
