- This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. The Department of State is conducting market research to determine the capability of vendors in providing a portable firearms simulation system. The Department of State, Bureau of Diplomatic Security, Office of Overseas Protective Operations, High Threat Protective Division plays an essential role in ensuring that foreign policy missions are accomplished in a safe and secure environment worldwide, primarily in hostile and austere environments. The primary mission of the HTP program is to provide protection and security services to protect Chiefs of Mission, Embassy Staff, and Foreign Heads of State in special high threat environments. The Department of State is requesting information from capable vendors who can provide a firearms simulation system that adheres to the below minimum requirements. Vendors must specifically address the following capabilities and system requirements for the firearms simulation system: - Provides simulated weapons systems to include the M4 Carbine, Glock 19, M249, M240 and M870 Shotgun - Mimics the functionality of the respective weapon to include providing recoil to the student and the ability to simulate loading/unloading of ammunition or magazines. - M4 Carbine and Glock 19 pistol must be non-tethered weapon systems to provide a realistic aspect to training. M249, M240 and 870 Shotgun may be tethered weapon systems. - Provide recoil effect of weapon systems through compressed air only. Due to the inability to obtain carbon dioxide (CO2) gas in austere working environments, systems that utilize CO2 gas are not acceptable. - Has purpose-built weapons and magazines. - Drop-in recoil, drop-in barrel, and drop-in laser kit models are not acceptable. - Weapons must be purpose-built and not be able to load live ammunition or real magazines. - Must have a projector and be able to project images on a screen and if needed on a blank wall as close as 15' from the system with no degradation in performance. - Marksmanship training, judgment training, and other training courses of fire and specialized training must be able to be uploaded into the requested system. - Must be able to allow the instructor to program custom ammunition "loads." The system must be able to allow the Instructors to program magazines that would require the student to perform malfunction drills and immediate action drills (i.e. requiring the student to execute a proper clearing procedure before the weapon will be operational.) - Semi-automatic weapons "slide" or "bolt" must be able to lock to the rear when the weapon's standard ammunition load is exhausted. - At a minimum with non-tethered weapons, should allow the instructor to monitor the immediate status of the student's weapon (ammunition magazine inserted, "slide" or "bolt" forward or locked to the rear, chamber loaded or empty, the number of rounds remaining in the weapon). - The instructor's display should be able to monitor student's real-time weapons status.The requested system, with the non-tethered weapons at a minimum, should allow the instructor to monitor the student's point of aim, without the use of exterior weapon mounted lasers or lights. - The instructor should be able to view the point of aim of student weapons during marksmanship courses and demonstrate to the students their muzzle trace during review. - The requested system should be able to require the student to follow proper loading procedures in order for the weapon to be operational. (i.e. Locking the "slide" or "bolt" to the rear, inserting magazine and sending the "slide" or "bolt" to the carry configuration.) The Government will not reimburse any vendor for any information that is submitted in response to this Sources Sought request. Any information is strictly voluntary. Interested vendors should submit their capability statement in writing, limited to five pages. The capability statement shall be in sufficient in detail to allow Government to determine the vendor's related qualifications to meet the requirements. The statement shall include: 1. A statement of interest in services contained herein. 2. Contact information to include name, email address, phone number and fax number. 3. Company size. 4. Cage code. 5. A synopsis of the vendor's capabilities and related experience. All interested sources are required to respond to this sources sought announcement via email to Erik Rodriguez at rodriguezej2@state.gov not later than 5:00 PM EST June 21, 2013. Submission shall include the subject line Firearms Simulator System.
