Description
The purpose of this announcement is to fulfill the requirement of FAR 5.201. The National Institute of Standards and Technology (NIST) intends to issue a contract to the Lambda Tex, LLC for engineering support services for the Hg+ standard. The contractor shall be responsible for performing the following tasks: 1) Removal of the Hg+ standard from room 1-2106; 2) Installation of Hg+ standard into room 81-1H124; 3) Demonstration of photo-ionization loading of a room-temperature trap; and 3) Conversion of the ion trap to the cryo environment. It has been determined that there is only one source capable of performing this work and is currently employed by Lambda Tex, LLC. The following are the minimum professional requirements determined to be necessary to perform this work: - Physicists specializing in Time and Frequency. - Vast experience with state-of-the-art primary frequency standards. - Familiarity with and application level understanding of NIST-7, which had the distinction of most accurate line splitting of any primary standard ever. - Vast experience with ultra-stable lasers to include ultra-Finesse cavities and their ultra-isolation from environmental effects such as micro-g vibration, temperature and pressure. - Experience within the atomic-clock/ion-storage community with the elimination of H2 contamination in room-temperature, stainless-steel vacuum chambers; procedures to reduce H2 outgassing rates to below 10-12 mbar-l/(s-cm2); this is vitally important to the Hg+ experiment because of an unusually large cross-section for chemical reaction between the excited mercury ion and H2. IAW FAR 5.203(a) & 6.302-1(d)(2), The Government intends to award a contract to Lambda Tex, LLC with a performance period of 1 year for the date of award. Due to the highly technical nature of the work to be performed, Lambda Tex, LLC is the only known resource with the technical capability, knowledge, and experience to satisfy the requirement. The estimated date of award of this action is 6/28/2013 with an effective date of 7/1/2013. Any responsible source that currently possess the requisite knowledge and experience to meet this requirement may submit information to demonstrate such; however, this announcement does not represent a solicitation as defined in FAR 2.101 and any subsequent submission in response to this notice does not obligate the government to make award to a source other than that identified above. To be considered, any information submitted in response to this request shall 1) be received no later than 3 days prior to the anticipated award date identified in this notice; and 2) contain sufficient detail to demonstrate the capability and experience to meet the requirement; and 3) shall not exceed 10 pages including attachments.
