- Description
- Commander, Navy Installations Command (CNIC), Millington, TN, a Non-Appropriated Fund Instrumentality (NAFI) of the Federal Government, intends to award a Sole Source, Firm-Fixed Price Indefinite Delivery Requirements type contract to the Military Child Education Coalition (MCEC), 909 Mountain Lion Circle, Harker Heights, TX 76548. This source possesses specific knowledge and capabilities to perform the service noted below. The contract Period of Performance includes one base year and four option years. The estimated value of the contract is expected to be $1.8 million. Background: Navy Child and Youth Programs (CYP) is required by legislation identified in the National Defense Authorization Act (NDAA), (Section 1785 of title 10, United States Code), and is specified within the DOD Youth Instruction 6060.4 to provide a Youth Sponsorship Program for Navy Youth. Navy CYP uses Child and Youth Education Services (CYES) to execute this requirement using School Liaison Officers (SLO). Execution of CYES is accomplished by developing strong school-based programming that includes youth sponsorship and deployment support programs that can be easily connected to installation-based CYP programming. The proposed contract action, for which the NAFI intends to solicit and negotiate with only one source, shall provide programming for transitioning and deployment impacted Navy and Air Force associated student in grades K-12. Support will include providing information and training to Commanders, School Liaison Officers, Navy/Air Force parents, and educators serving Navy/Air Force communities. This notice of intent is not a request for competitive proposals; however interested parties may identify their interest and capability to respond to the requirement. Interested parties with the capability of meeting the proposed requirements are requested to provide an e-mail to the Contract Specialist, Tricia Folts, at tricia.folts@navy.mil no later than noon on June 27, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. It is at the sole discretion of the NAFI to not compete the proposed effort on a full and open competition basis.
