Description
This announcement serves as the pre-solicitation notice for a Construction Multiple Award Task Order Contract (MATOC). The contract consists of Construction and Design-Build Services for projects at National Park Service locations in the following counties: Alameda, Contra Costa, Fresno, Marin, Napa, San Francisco, San Mateo, Santa Clara, Santa Cruz, Solano, Sonoma, and Tulare. THE SOLICITATION IS A TOTAL WOMAN-OWNED SMALL BUSINESS SET-ASIDE. Between 4 and 9 Indefinite-Delivery/Indefinite-Quantity (IDIQ) contracts may be awarded under the MATOC. Each IDIQ will have 1 base and 4 options, not to exceed 5 years. The maximum value of each MATOC will be $10 Million. Task Orders will be awarded on a firm-fixed price lump sum basis. The minimum order will be $2,000 and the maximum will be $2M. Each task order will be competed among the IDIQ contracts based on either Tradeoff (Best Value or Lowest Price Technically Acceptable) or Lowest Price. Each task order will be awarded pursuant to FAR 16.505. The task orders will be for construction or design/build services for the following project categories: a. construction, repair, and alteration of various facilities b. construction, repair, and alteration of electrical systems c. construction, repair, and alteration of mechnical systems d. construction, repair, and alteration of undeground utility systems e. construction repair, and alteration for site improvements f. construction, repair, and alteration for concrete or asphalt paving e. rehabilitation of historic buildings, structures, and sites The general applicable NAICS codes are 236220 and 237110 with small business size standards of $33.5M. The evaluation factors in order of importance are: Technical, Past Performance, and Price. When Technical and Past-Performance are combined they are significantly more important than cost or price. The solicitation will be issued on or about June 27, 2013 with a proposal due date on or about July 30, 2013. A pre-proposal conference has been tentatively scheduled for July 9, 2013 at 10:00 AM.
