- SOURCES SOUGHT SYNOPSIS For Low Speed Gear & Pinions Final Machining, Ozark Powerhouse, Franklin County, AR This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will or will not be notified of the results of the evaluation. The U.S. Army Corps of Engineers - Little Rock District has been tasked to solicit and award a Services contract for the Low Speed Gear & Pinions final machining. The Government will furnish the low speed gear, the gear shaft and two forged blank pinions. The dimensions of the low speed gear is 50 quote mark thick and 173 quote mark in diameter. The dimensions of the gear shaft is 142 quote mark long & 39 quote mark in diameter, and 62 quote mark in flange. The dimensions of the forged blank pinions are 90 quote mark long and 53 quote mark in diameter. The low speed blank gear and the two forged blank pinions are rated for 35,400 Horsepower. The low speed blank gear and the two forged blank pinions were manufactured in 2010. The gear shaft was manufactured in 1966. The work shall consist of the machining, finishing, testing, & verifications of the low speed gear, gear shaft, and 2 forged blank pinions. Inspections are also required and should be in accordance with the inspection requirements of the American Gear Manufacturing Association (AGMA). The low speed blank gear and gear shaft are located at the Webber Falls Lock & Dam in Webber Falls, OK. The two forged blank pinions are located at the Ozark Powerhouse in Ozark, AR. The low speed blank gear and gear shaft will need to be prepared for shipping and shipped from the Webber Falls Lock & Dam to the fabrication facility. The two forged blank pinions will need to be prepared for shipping and shipped from the Ozark Powerhouse to the fabrication facility. Once the low speed gear, gear shaft, and 2 forged blank pinions are completed, they are to be shipped to the Ozark Powerhouse in Arkansas. Work also includes providing a method to protect the gears from corrosion during storage once the work is completed. Photos of the two forged blank pinions & low speed gear with shaft will be attached to this notice. The proposed acquisition will be competitive, firm fixed price contract. The type of set-aside decision to be issued will depend upon the responses to this synopsis. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Section 8(a), Historically Underutilized Business Zones (HUB-Zone), & Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must ensure there is adequate competition among the potential pool of responsible firms. Small business, Section 8(a), HUBZone, and SDVOSB businesses are highly encouraged to participate. The North American Industry Classification System (NAICS) Code for this procurement is 332710 which has a small business standard of 500 employees. The Standard Industrial Code is 3566 and the Federal Supply Code is L034 Small Business firms are reminded under FAR 52.219-14 - Limitations on Subcontracting that they must self perform at least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the concern for service-type procurement. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Firm's response to this Synopsis shall be limited to 5 pages and shall include the following information: 1. Firm's name, address, point of contact, phone number, and e-mail address. 2. Firm's interest in bidding on the solicitation when it is issued. 3. Firm's capability to perform a contract of this magnitude and complexity (Submit evidence of machining at least 3 gear sets of similar size in the last 5 years) 4. Firm's Business Size - LB, SB, 8(a), HUBZone, and SDVOSB. 6. Firm's Joint Ventures (existing), including Mentor Prot g s and teaming arrangement information is acceptable Interested Firm's shall respond to this Sources Sought Synopsis no later than 2:00 pm on July 1, 2013.
