- GENERAL ADMINISTRATION SERVICES DESIRES TO LEASE SPACE Tucson, AZ Project No. 3AZ0180 AMOUNT : The General Services Administration (GSA) desires to lease a facility of approximately 40,500 usable square feet/rentable square feet and a two acre wareyard. A single warehouse building to house the office and warehouse space is preferred. (A) Office space - 8,600 USF of office space on 1 or 2 floors. A two floor solution is preferred, accommodating 4,300 on each floor, with primary visitor functions on the 1 st floor and resident office functions on the upper floor. However, either one or two floors is acceptable. (B) Warehouse space - A minimum of 31,900 usable square feet to accommodate 5,000 square feet of open workshop area and 26,900 square feet of open warehouse area. (C) Wareyard - Two (2) acres of land for a wareyard. The wareyard must be contiguous to the building being offered and it must have lighting. Equipment, forklifts, and parking spaces will be located inside the secure wareyard area. The ninety (90) parking spaces will be located in a separate area contiguous to the building. These parking spaces are to be fenced, paved and striped. TENANT : Department of Homeland Security (DHS) - U.S. Customs & Border Protection (CBP). LOCATION : The area of consideration is in Tucson, AZ within the area bounded by: North: E 22nd Street East: S Houghton Rd. South: HW 10 West: HW 10 FENCED WAREYARD: This 2-acre wareyard area will be used to store equipment and house the parking. It must be contiguous to the office/warehouse being offered. The wareyard must be level, lit and secured, fenced, and paved or graveled with truck access through automated gate. The site should not be in a highly public trafficked area. OFFICE SPACE: Can be on no more than two (2) vertically contiguous floors. Ceiling height for all office space shall be a minimum of 9.0 feet and the space shall have HVAC. If office space is to be on more than one (1) floor, a minimum of one (1) passenger elevator is required. WAREHOUSE SPACE : The warehouse space must be on the ground level with a minimum of two (2) drive-in portals (10'x14' each) and two (2) loading docks. It must be able to accommodate large vehicles entering, off-loading, materials distribution, and vehicle servicing. The ceiling height inside the warehouse must be a minimum of 32 feet from top of slab to bottom of roof structure. Interior floor should be rated to support a fully loaded truck and/or forklift, weighing 21,000 lbs. LEASE TERM : The Lease Term will be for 10 years, 5 years firm. FULL SERVICE LEASE: The lease will be fully serviced. SETBACK/SECURITY : A fifty foot (50') setback is preferred; however, a reduced setback may be acceptable, provided satisfactory mitigation measures can be evaluated. This facility will include, but is not limited to, data, telecommunications, operations repair, and systems maintenance. Additional security requirement information shall be provided at a later date. OTHER: The agency is prohibited from inhabiting a property occupied by any other tenant of a nature that will conflict with the agency's mission. The land and facility must be accessible 24/7. The building must meet the Government's seismic requirements and the tenant space must meet or be capable of being altered to meet the Government's requirements for Fire, Life-Safety, and ADA compliance. Property located within a base floodplain (100-year floodplain) or wetland will not be considered. SUBMISSION REQUIREMENTS (EXPRESSIONS OF INTEREST): This is not an invitation for bids or a request for proposals. Expressions of interest MUST be submitted in writing and, at a minimum, include the information below. Expressions of interest are only welcome from building owners and/or their authorized representatives. Expressions submitted by anyone other than the owner should include a copy of an agreement authorizing representation. This is GSA required and no exceptions can be made. Omissions from the below will not be considered: All Parties: LESSORS or Lessor's Agents: Building name & address. Map showing the proposed site clearly identified as being within the delineated area as specified in this ad. Location of space in the building, and date the space will be available. ANSI/BOMA defined office area showing usable square feet (USF) with scalable drawings (8.5" X 11"). Rentable square feet (RSF) offered and rental rate per square foot for a full-service lease, specifying services, utilities, and tenant improvement allowance. Name, address, telephone number and e-mail address of authorized contact. Spell out incentives and inducements, if any. All Parties: LESSORS or Lessor's Agents: Provide evidence for each of the following: •1. A site plan demonstrating the potential for 90 parking spaces and their location with respect to the office and/or warehouse space. •2. A floor plan which shows how the square footage requirement can be satisfied and, if on more than one floor, how it will be made accessible by elevator. •3. A floor plan which shows warehouse column spacing (including dimensions) existing and contemplated portals into the warehouse space and identifies the ceiling height, plus any changes in ceiling height throughout the warehouse. •4. A site plan identifying the boundary of the land, and the proposed setback around the perimeter of the building(s). The acreage to square footage dimensions must be shown on the site plan to confirm the wareyard meets the 2 acre requirement. PRINCIPALS, other than current owners: Properties for sale that are submitted for GSA's consideration must be under the control of the prospective owner(s). Typically, this would be in the form of a signed purchase and sales agreement, or an option to purchase agreement between you and the existing owner. Please include all eleven (11) submission requirements as spelled out above under the Lessor or Lessor's Agent heading. Also, first-come, first-served rules apply, provided a satisfactory agreement authorizing representation is included with the submittal. BROKERS - Real Estate: If you wish to submit a building or site for GSA's consideration, include written authorization from the owner or the owner's existing agent. If the owner or the owner's agent submitted the same property within the deadline, you are excluded from representing their property. Where multiple brokers submit the same property or where an agent represents multiple ownership entities, written acknowledgement is required from the owner or the owner's agent. The first complete submittal received will be dated and time stamped. All submittals must include all seven (7) submission requirements as spelled out under the Lessor or Lessor's Agent. AUTHORIZED CONTACTS: GSA is using a tenant broker to represent the Government in lease negotiations for this transaction. In no event shall a potential Offeror enter into negotiations or discussions concerning a space to be leased with representatives of any federal agency other than the authorized officers and employees of the General Services Administration (GSA) or their authorized representative Julian J.
