- This synopsis/solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is a single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access the information posted by the Navy Sea Systems Command. This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Synopsis/Solicitation N00178-13-R-4499 is issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure an Electrodynamic Vibration System on a small business set-aside basis. This requirement is 100% set-aside for Small Business Competition under small business size standard of 500 employees for NAICS 334519. This turn-key system shall consist of an electro-mechanical shaker with an integrated slip table installed on a common seismic reaction mass. The system shall be driven by a solid-state amplifier. The Electrodynamic Vibration System must be manufactured to meet or exceed the specifications and unique design of the system specifications provided in the attached Statement of Work (SOW). The attached SOW provides a detailed description of minimum requirements of the system components, deliverables, and installation. CLIN 0001: Qty. 1 - Electrodynamic Vibration System IAW minimum specs outlined in the attached SOW CLIN 0002: Qty. 1 “ Installation IAW the attached SOW CLIN 0003: Qty. 1 “ Training IAW the attached SOW CLIN 0004: Qty. 1 -Slip Table Option (SOW 2.3.10) CLIN 0005: Qty. 1 -Seismic Reaction Mass Option (SOW 2.4.4) CLIN 0006: Qty. 1 -Head Expander Option (SOW 2.5) CLIN 0007: Qty. 1 -Head Expander additional option (SOW 2.5.5) CLIN 0008: Qty. 1 -Head Expander additional option (SOW 2.5.6) CLIN 0009: Qty. 1 “Control and Operation Option (SOW 2.8.4) The unit of issue for CLINS 0001-0009 shall be EACH. CLIN 0004-0009 are OPTIONS that MUST be quoted, however NSWCDD reserves the right to award ALL, SOME, or NONE of the options. ALL CLINs must be quoted to be considered for award. Shipping Terms: FOB Destination. Delivery Timeframe: 180 Days After Receipt of Order (ARO). The shipping/acceptance location shall be as follows: Naval Surface Warfare Center 6220 Tisdale Road Ste. 159 Dahlgren, VA 22448-5114 The deliverable system shall include a standard commercial warranty per the SOW. The provision at 52.212-1, Instruction to Offerors ”Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation ”Commercial Items, applies to this acquisition. 52.212.2, Paragraph A (Evaluation Criteria in order of importance) is as follows: -Lowest cost technically acceptable bid for TAA compliant equipment shall receive award Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications ”Commercial Items, with their offer. The clause at 52.212-4, Contract Terms and Conditions ”Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ”Commercial Items, applies to this acquisition. The clause at 52.225-1, Buy American Act “ Supplies, applies to this acquisition. The clause at 252.211-7003, Item Identification and Valuation ”applies to this acquisition. The clause at Sea HQ C-2-0024, Extension of Commercial Warranty (NAVSEA) ”applies to this acquisition. One or more of the items under this acquisition is subject to Free Trade Agreements. All proposed equipment must be TAA compliant. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12. The order shall be firm fixed price. DFAR 252.232-7003 (Electronic Submission of Payment Requests and Receiving Reports) is applicable to this purchase. In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov. In order to be considered for award, all responsible sources shall submit a capability statement, proposal, or quotation which shall be considered by the agency. Contractors shall submit, as back up documentation along with their quotation, test data and/or analysis indicating the proposed shaker system meets all minimum performance requirements of the SOW. Contractors must submit a labor breakdown (annotating labor category, quantity of hours, and hourly labor rate) for all services included in the quote. Other required supporting documentation includes three (3) past performance referencing sales of shaker systems. Quote is due 7/23/13, no later than 3:00 p.m. (local NSWCDD time) with an anticipated award date by 8/23/13.
