Description
SOURCES SOUGHT NOTICE CHILLER EFFICIENCY PROGRAM VA701-13-I-0211 In accordance with Federal Acquisition Regulation (FAR) 52.215-3, "Request for Information or Solicitation for Planning Purposes" This Sources Sought Notice is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). REQUIREMENT: The Department of Veterans Affairs (VA) is seeking a contractor to improve the efficiency of existing electric drive, water cooled centrifugal or screw chillers. The Contractor shall provide all labor, materials, and supervision necessary to implement an online chiller efficiency program at selected VA facilities and shall perform the following functions: 1.VA shall identify the selected facilities and provide the facilities with a chiller data form to submit information about the chillers including type, make, model, size, efficiency, refrigerant, ARI Rating, design data, altitude, cost of energy etc. to the contractor. The contractor shall use this data to set up the chillers in a web-based application able to calculate energy costs, efficiency concerns, and identify methods of correction. Individual benchmark operating parameters will be established for each chiller based on the design details. 2.The contractor shall review the chiller data forms and set up the chillers in a web-based application that is remotely accessible by each VA facility. After the chillers have been set up, the contractor will arrange for an online conference call with each individual facility to review the chiller technical data and the log data input process. The following topics shall be reviewed during the call: "Instrumentation issues "Calibration issues and procedures for accurately collecting operational data "Method of data entry (Manual, PDA, Smartphone, Tablet, Auto Log, etc) "Use of the website to achieve and maintain peak chiller efficiency "Use of the website for tracking maintenance and service tasks "Use of the website for implementing conditioned based maintenance "Performance measurements used to track chiller and location performance metrics Data entered into the web-based application shall include: condenser entering and leaving water temperatures, condenser refrigerant temperature, condenser refrigerant pressure, condenser water pressure drop, evaporator entering and leaving water temperatures, evaporator refrigerant pressure, evaporator water pressure drop, oil level, oil temperature, oil pressure, compressor amps, compressor volts, compressor run time, purge run time, etc. The web-based application shall identify the following types of problems: "High condenser approach including fouled tubes and division plate problems "Low condenser water flow "High evaporator approach problems including fouled tubes "Cooling tower temperature problems "Setpoint problems "Low refrigerant, division plate issues, metering device problems, non-condensables, amperage and voltage imbalance issues As data is entered, the web-based application shall provide an automated and immediate online analysis of the data including any issues resulting in efficiency losses. The web-based application shall list the specific inefficiencies identified and quantify the problems in percentage efficiency loss as well as a projection in annual energy dollars wasted should the efficiency loss not be corrected. The web-based application shall provide an immediate color coded indication of all problems identified with color codes indicating less severe and more severe problems, helping to quickly determine where remedial action may be required. The web-based application shall provide an automated and immediate solutions path for any efficiency issues identified to assist in determining the quickest approach to resolving the efficiency issues. The web-based application shall provide immediate graphical analysis of the data entered and key efficiency indicators to assist in evaluating problems identified. The web-based application shall be available for data entry and analysis on a 24/7 basis with no requirement for contractor support in order to obtain automated analysis of the data entered. The web-based application shall provide a method for tracking maintenance and service tasks. 3.Periodic facility reviews: The contractor shall do periodic online review of the results with each facility to cover data entry, analysis and recommendations, Q&A, and goals. 4.The contractor shall schedule online review sessions with medical center staff two weeks prior to scheduled annual maintenance to evaluate the system and prepare a detailed list of issues to be covered by the maintenance contractor during the annual visit. 5.The contractor shall provide a quarterly progress report detailing the status of all facilities participating in this program. In each report, potential saving opportunities shall be highlighted along with actual year to date savings and corrective actions required for current issues in chiller performance. A follow-up action list shall be maintained by the contractor and updated quarterly. 6.Reporting Requirements The contractor shall submit the following reports for each chiller within the program: ReportReport RecipientsFrequency Listing of Chillers w/CapacityMedical Center/VACOQuarterly Maintenance Issues impacting Chiller EfficienciesMedical Center/VACOQuarterly Corrective Actions Recommended/TakenMedical Center/VACOQuarterly Savings to Date (Actual)Medical Center/VACOQuarterly/Annual Savings to Date (Potential)Medical Center/VACOQuarterly/Annual Return of Investment (ROI) based on actual savingsVACOAnnual Since this is a sources sought announcement, no evaluation letters and/or results will be issued to respondents. At this time no solicitation exists; therefore, please do not request a copy of the solicitation. If a solicitation is released it may or may not be synopsized in FBO. It is the potential offeror's responsibility to monitor FBO for the release of any solicitation or synopsis. The Government reserves the right to consider a small business, SDVOSB, VOSB or 8(a) set aside when using GSA Federal Supply Schedule (FSS). ADMINISTRATIVE/MISCELLANEOUS: This contract is being procured under FAR Parts 8, 15, 19, and 37. The North American Industry Classification System (NAICS) code 518210 - Data Processing, Hosting, and Related Services (size standard $30 million) applies to this procurement. 518210 Data Processing, Hosting, and Related Services This industry comprises establishments primarily engaged in providing infrastructure for hosting or data processing services. These establishments may provide specialized hosting activities, such as web hosting, streaming services or application hosting; provide application service provisioning; or may provide general time-share mainframe facilities to clients. Data processing establishments provide complete processing and specialized reports from data supplied by clients or provide automated data processing and data entry services. SUBMITTAL INFORMATION: 1.All responses must include the following information: Company name and address, CAGE code, Dunn & Bradstreet number, Point-of-Contact name, phone number, fax number, and email address. The subject line of your response should clearly display the Sources Sought number. 2.Please provide a summary description of at least three but no more than five contracts your company has performed for this same or similar requirement. Please identify whether you performed as a prime contractor, sub-contractor, teaming partner, or project manager. Please be specific and provide a complete reference to include at a minimum the project name, contract award amount, and the projects owner's contact information. It is requested that interested contractors submit a response (electronic submission) of no more than five (5) pages in length, single spaced, and 12 point font minimum that addresses the above information to the POC below. Price schedules will not be counted in the page limit. All submissions must contain the Sources Sought number in the subject line of the email. Submissions (electronic responses) shall be received by no later than June 24, 2013 at 4:00 PM EDT. Please note that this is a SOURCES SOUGHT NOTICE for MARKET RESEARCH purposes ONLY to determine whether there are capable small businesses to set-aside for small business concerns, to acquire as an Other Than Small Business Procurement or to procure from another source such as the Federal Supply Schedule pursuant to FAR Part 8.002 (2) Priorities for Use of Government Supply Sources. Small business categories that will be considered for set-aside purposes include Verified Service-Disabled Veteran-Owned Small Business, Verified Veteran-Owned Small Business, Certified 8(a), Certified HUB Zone, and other small business concerns. The response for this Sources Sought is not expected to be a Request for Proposal nor does it restrict the Government to an ultimate acquisition approach. This notice is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. No evaluation letters and/or results will be issued to the respondents. After completing its analyses, the Government will determine whether to limit competition among the small business categories listed above, proceed with full and open competition as other than small business, or procure from another source.
