- Federal Business Opportunities Information Date: 2013 June 14 SOLICITATION NO. W9128F-13-B-0010 Approximately mid July this office will issue Invitations for Bid for construction of the Platte River Flood Protection Project Phase 1 - Shell Creek, Schuyler, Nebraska. The solicitation will close approximately 30 days after Solicitation is posted. This solicitation is RESTRICTED TO SMALL BUSINESS PARTICIPATION. A site visit will be established and issued with the advertised specifications. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See 'Obtaining Solicitation Documents' below. _______________________________________________________________________________ Project Description: (Approx. quantities) The Shell Creek levee is a roughly 11,500 foot long earthen embankment to protect the city of Schuyler, NE from frequent Shell Creek flooding. The Shell Creek Levee construction project will consist primarily of clearing and grubbing, earth moving and placement of soil and grading to a finished levee cross section, involving dump trucks, dozer and scraper work. Levee crest width is 12 feet, and the levee will have 3:1 riverward slopes and 5:1landward slopes. In the portions of the levee where the height exceeds 5 feet, a 50 foot seepage berm will be constructed on the landward side. A 6 quote mark layer of topsoil will be placed on top of the random fill to support vegetative growth and a 4 quote mark layer of road gravel will be placed along the entire length of the levee crest to facilitate maintenance of the levee. Construction of drainage structures; both a cast in place twin box culvert with slide gate and an RCP culvert with flap gate and sluice gate will be included in the bid package. Some riprap placement will be needed near the downstream end. Additionally, one road raise will be required, which will involve removal of the driving surface and repaving of a portion of that secondary road. Borrow sites for both the cohesive fill and the random fill have been preliminarily identified by the city of Schuyler. Grading and shaping of borrow areas following material extraction is anticipated. The estimated construction cost of this project is between $2,500,000 and $5,000,000. _______________________________________________________________________________ The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 365 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete.
