- M00264-13-R-0048 D&B Bugles This is a solicitation notice for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This procurement is solicited on a full and open competition basis; NAICS 339992. The Government intends to make a single firm fixed price award to the responsible offeror whose offer is the most advantageous to the government considering price and other factors. The basis of award will be Lowest Price Technically Acceptable. Responsible Offerors must be active in the Central Contractor Registration in accordance with DFARS 252.204-7004. DUNS, TIN and CAGE Code must be written on submitted proposal. The United States Marine Corps (USMC) Drum and Bugle Corps (D&B) has a requirement to procure various types of two (2) valve, "G" pitched bugles to replace the current bugles in use by the United States Marine Corps Drum and Bugle Corps. Two-valve bugles are the standard instrument of choice the D&B has held since 1980 and intends to maintain this rich tradition. The two-valve instrument gives an unsullied appearance and can create a more powerful sound than its counterparts on the market today. A First Article Test Approval is required for each type of bugle. Once all first article tests are given approval the full delivery of bugles is required on or before 15 November 2013. Offerors may submit questions requesting clarifications of the solicitation requirements. All questions must be received by June 21, 2013, at 4:00 P.M. (EST). All questions must be submitted via electronic mail to the Contract Specialist, at raymond.griffith@usmc.mil. Proposals must be submitted via electronic mail no later than July 15, 2013, 2:00 P.M. (EST), to raymond.griffith@usmc.mil.
