- SOURCES SOUGHT SYNOPSIS The 99th Contracting Squadron, Nellis AFB, NV is issuing this sources sought synopsis as a means of conducting market research to determine the interest and capability of sources for a potential 100% Woman-Owned Small Business (WSOB) set-aside. Interested parties should have the resources to construct a 2,400 - 3,000 sq. ft. storage facility per appendix 1. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 236220. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information is issued for planning purposes and does not constitute a request for proposals. Responses to this notice will assist the Government in identifying potential sources and determining if a set-aside of the solicitation is appropriate. Submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Magnitude of Construction: Between $500,000 and $1,000,000. Request interested firms respond to this notice and provide the following If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, business address, email address, Web site address, if applicable, telephone number, and size and CAGE code for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. [Note: In accordance with FAR 10.001(b), agencies should not request potential sources to submit more than the minimum information necessary.] The government will assess market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; providing key supervisory personnel and risk mitigation. Note: It is highly recommended that prospective contractors be registered in the System for Award Management (SAM) database as registration is required for the contract awardee. Registration requires applicants to have a Commercial and Government Entry Code (CAGE) and Data Universal Numbering System (DUNS) number from Dun and Bradstreet. Registration usually takes up to five (5) days to process. Recommend registering immediately in order to prevent any delays. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. APPENDIX 1: Purpose and Objectives Work consists of furnishing all labor, supplies, materials, supervision, transportation, and equipment required for construction of a 2,400-3,000 square foot Pre-engineered building. Site work shall include minimal site grading and installation of concrete foundation and sidewalks. All interior and exterior utility connections are necessary and include water, sanitary sewer, electrical, communications, and a dual HVAC system. The interior finishes of the facility shall include metal stud walls with drywall, hard lid ceilings, tiling, sealed concrete floor, textured painting, bathroom fixtures, installation of metal caged walls for secure storage, installation of a wide metal roll up garage door, and other specific doors and locks. The area shall be landscaped to match base-wide standards. This project is located on Creech AFB, Nevada.
