P l ea se re f e r e n c e t h e p re v ious S T S - 2 postin g s on this sit e. I ndust r y T ea m: As the STS-2 Government team researches the best way to meet the Space & Missile Systems Center (SMC) technical Advisory & Assistance Services (A&AS) requirements, we are investigating the potential use of various other contract vehicles. One contract vehicle the Government team is evaluating is "One Acquisition Solution for Integrated Services" (OASIS), managed by the General Service Administration (GSA). With OASIS, GSA is developing two Multiple Award Contract (MAC)/Indefinite Delivery, Indefinite Quantity (IDIQ) vehicles for complex professional services: (1) OASIS: Full-and-open, and (2) OASIS Small Business (OASIS SB): Small Business Set-Aside. The STS-2 Government team thinks it is in the best interest of offerors interested in STS-2 to also become familiar with the GSA OASIS contracts. Offerors can find more information about OASIS contracts at the following web-site: https://interact.gsa.gov/group/oasis-industry-community. Request for Information (RFI): In support of the on-going market research, the STS-2 Government team requests industry input to help shape the acquisition strategy. Specifically, the Government requests industry ideas on two topics: (1) Risks/Mitigation Strategies and (2) Source Selection Criteria for both a MAC/IDIQ as well as Task Orders (TOs). (1) Risks/Mitigation Strategies. Please identify major risk areas the Government would encounter if it were to use a MAC IDIQ vehicle such as the GSA's OASIS/OASIS SB. Please also identify major risk areas the Government would encounter if SMC were to obtain its own MAC IDIQ vehicle. Finally, for both sourcing vehicles, please identify risk mitigation strategies for identified risk areas. (2) Source Selection Criteria for both a MAC/IDIQ as well as Task Orders (TOs). Please identify and characterize criteria the Government team should use, which differentiate the merits of MAC IDIQ proposals enabling the Government to select the superior proposal. Please also identify and characterize criteria the Government team should use, which differentiate the merits of TO proposals enabling the Government to select the superior proposal. The selection criteria should relate to the highest risks the winning contractor will encounter during task order execution. The Government does not want to limit industry input; however, our preference is for responses to be summarized in no more than 4 pages. All responses must conform to 8.5x11-inch pages, with font no smaller than 12 point and one-inch margins.
