- REQUEST FOR INFORMATION VA-119-13-I-0025 ON-SITE TREATMENT OF REGULATED MEDICAL WASTE ON-SITE TREATMENT EQUIPMENT/SERVICES The Department of Veteran Affairs (VA), Office of Acquisition Operations, Strategic Acquisition Center (OAO SAC) on behalf of Veterans Health Administration (VHA) is conducting a Request for Information (RFI) in accordance with the FAR 15.201(e) to determine the availability and technical capabilities of qualified sources to provide Regulated Medical Waste (RMW) On-Site Treatment Equipment/Services to VA Medical Centers (VAMCs) and Community Based Outpatient Clinics (CBOCs) in a manner that is cost effective and environmentally sustainable. This equipment must provide our facilities with the ability to continuously function and manage said material in an environmentally safe and hygienic manner for daily use and in the event of a natural disaster or national emergencies situation. 1.0DESCRIPTION This notice is for planning purposes only and does not constitute a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. This RFI is part of the continuous process for obtaining the latest information on the commercial status of the industry with respect to their current and near-term abilities. The information provided herein is subject to change and in no way binds the Government to solicit for, or award, a competitive contract nor does it restrict the Government as to the ultimate acquisition approach. It is emphasized that this is a notice solely for planning and informational purposes. The applicable North American Industry Classification System Code (NAICS) is 562211 Hazardous Waste Treatment & Disposal The Product Service Code is S222 Waste Treatment and Storage 2.0PURPOSE VHA is seeking potential contractors to provide On-site RMW treatment equipment which will include staffing, management, site preparation, installation, standard operating procedures and practices, procedures for scheduled and unscheduled maintenance, environmental sustainability, and repair. This equipment should be self-contained, state-of-the-art, automated equipment capable of rendering material innocuous. The medical waste treatment/disposal processing system with internal or external shredding, compacting, recycling or waste to fuel technology will be placed on-site nationwide at multiple VAMCs and CBOCs throughout the VA Healthcare system. 3.0 RFI VENDOR SUBMISSION INSTRUCTIONS Companies are encouraged to respond if they have the capability and capacity to provide RMW on-site treatment technology, equipment, services, staffing and training throughout the VA Healthcare system. However, be advised that generic capability statements are not sufficient for effective analysis of respondents' capacity and capability to provide the required services. If your firm has an interest in responding to the requirement described above, please provide the following: A. Corporate Capability Statement - demonstrates capabilities, knowledge and experience related to the On-Site RMW treatment services as described above. Significant subcontracting or teaming not anticipated for this effort however in the event subcontracting and teaming is required in order to deliver technical capability and scale, organizations should address the administrative and management structure of such arrangements. 1.The Contractor will provide a Rough Order-of-Magnitude (ROM) that clearly articulates the estimated costs and time associated with the procurement of their equipment. Such ROM will include but is not limited to, renovation (if required), installation, operation, schedule and unscheduled maintenance of on-site treatment equipment, and, removal and final disposition of all medical waste and any direct and indirect cost associated with this effort. 2.Provide a summary of your company's relevant experience in providing solutions that provide quick (real time) response but not limited to - what if - scenarios when schedule, technical changes, and financial changes occur with the program. 3.Demonstrate ability to provide a significant increase or decrease of support (e.g., rapidly identify, equip and employ resources to support the Government in the event of an immediate surge or reduction in requirements). 4.The Contractor will provide information on equipment or systems that must have an approved patented technology that is capable of treating/processing approximately 2,000 to 4,000 pounds of untreated special/infectious medical waste within a six-hour period on an on-going basis, and provide data and/or records regarding volume of waste treated, temperature readings during the process and duration of processing cycle in accordance with VA contract specifications, and Federal, State, and Local waste regulations. 5.Contractor will provide information on their ability to obtain any and all necessary permits, and licenses needed to construct, install and operate this equipment needed to perform this service. 6.The Contractor will provide information on their training program, operations and maintenance of on-site treatment equipment. 7.The Contractor will provide information that indicates their ability to support all VA geographic locations both Continental United States (CONUS) and Outside the Continental United States (OCONUS). Additionally, if the contractor is unable to support all VA Medical facilities; the contractor will articulate which geographic locations (states) they have the ability to support and their ability to comply with Federal, State, Local, medical and solid waste regulations. Reference link with VA's facility locations, http://www2.va.gov/directory/guide/allstate.asp. 8.Contactor will demonstrate the ability to provide VAMC facilities drawings, blue prints, and schematics; related to the setup, installation and operation of selected on-site treatment equipment needed to provide on-site treatment services. 9.Contactor will demonstrate the ability to provide the VAMC with information regarding any needed site preparations, space requirements and estimated cost prior to the set-up, installation and operation of selected on-site treatment equipment needed to provide on-site treatment services. 10.Contactor will demonstrate the ability to provide the VAMC with information regarding the utilities needed to operate and maintain selected on-site treatment equipment needed to provide on-site treatment services. 11.Contractor will provide documentation related to all required training, certification and/or licenses required for his/her staff engaged in the performance of their on-site RMW equipment to include operation and maintenance of on-site treatment services. 12.Contractor demonstrates their ability to ensure work performed by his/her staff related to on-site treatment services is in accordance with Occupational Safety and Health Administration, Environmental Protection Agency, and Department of Transportation's regulations and Center for Disease Control's guidelines. B. Advise if your company have been contacted by VAMC/COBCs regarding technology. If yes, provide the name of the VA Medical facilities that have made contact? C. The submission shall be clearly indexed and logically assembled. 11.The page limit does not apply to advertising material such as company brochures and catalogs. If there is any information you deem proprietary, please mark accordingly. SUBMISSIONS ARE DUE no later than July 9, 2013 by 12:00 PM, Eastern Standard Time. All responses under this RFI shall be emailed to Sonja.Johnson3@va.gov. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the OAO/SAC view of the information received. Do not send any material that requires a non-disclosure agreement and identify information that is business sensitive. Responses to this notice will not be returned.
