Description
Combined Synopsis / Solicitation This is a combined synopsis/solicitation for a commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. The Solicitation number is OPM3313Q0002 and is issued as a Request for Quotation (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-66 dated April 1, 2013. The North American Industrial Classification System (NAICS) code is 518210, and the small business size standard is $30 million. This procurement is being reserved exclusively for Small Businesses in accordance with FAR Part 19. The Office of Personnel Management's (OPM) Retirement Services (RS) provides Federal employees, retirees, and their families with a benefit program and services that offer choice, value, and quality to help maintain the government's position as a competitive employer. RS consists of one program, Retirement Operations, and four offices that report directly to the Associate Director: Quality Assurance, Benefits Officer Training & Development, Retirement Policy, and Resource Management. In support of this mission, RS has a need to obtain National Change of Address (NCOA) matching/processing for the entire annuity role of approximately 2.7 mailing addresses/customers on a monthly basis. The process is run on two files that OPM supplies to the contractor entitled: "ARANRP EFT" and "ARANRP PCA". The contractor shall be required to run a "Move Update" process on those files detailing "addressees who have moved in the last 4-years". The NCOA address and zip code updates will help OPM/Retirement Services save on mailing costs, insure better mail delivery and conform to the USPS standardization of mail requirements. It's estimated that approximately forty million Americans move their place of residence and/or business annually, but their old addresses often remain in mailer's databases. As a result, mailings continue to go to old addresses and not the new ones. It is estimated that at least 8% of all mail is undeliverable because of incorrect addresses. OPM intends to award one Fixed Price Purchase Order to the offeror that represents the best value to the government. The Period of Performance (POP) shall be three years (base year and two (2) one-year option periods). The base period will begin on or near the date of award. Only e-mailed requests for additional information will be accepted at Vito.Bertucci@opm.gov through 12:00 PM, EST, June 17, 2013. Offerors are invited to submit their quotations to the Office of Personnel Management's (OPM) Contracting Group in response to this notice by 2:00 PM Eastern Standard Time (EST), June 24, 2013. Quotations submitted in response to this notice shall include the solicitation number in the subject line and be signed, dated and submitted via email to Vito.Bertucci@opm.gov. Technical and Pricing quotations MUST be in two separate volumes. Each of the parts shall be separate and complete, so that evaluation of one may be accomplished independently of and concurrently with the evaluation of the others. If your technical and price quotation is not submitted in two separate files, your response to this solicitation will be considered non-responsive and withdrawn from consideration.
