Description
The USPFO for Wisconsin intends to negotiate A Sole Source commercial item procurement for 2 (each) Trauma FX HEMO (with single leg amputation. This procurement will include 6 (each) lithium batteries, 10 (each) blood-liquid (powder mix), 2 (each) ruggedized storage case, Maintenance-essential care for MATT lower units (2 each), One on site visit per year, training basic course. This proposed procurement is for supplies for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement no later than June 28th, 2013, 12:00 p.m. Central Standard Time. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Contracting Officer. K Force Government Solutions Inc. is the only vendor in the commercial market that offers this product. It was researched and developed under the Severe Trauma Simulation Army Technology Objective (ATO), TraumaFX was engineered specifically to meet the rigorous requirements of military and civilian training needs. Jointly developed with the U.S. Army RDECOM-ARL-STTC, Trauma FX leverages in-depth human factors requirements analyses of military and civilian training needs to deliver powerfully realistic, yet easy to use training solutions that can be deployed to any location and operated in nearly any weather condition. This manikin fits onto the upper portion of the manikin that the requiring activity currently has. The TraumaFX HEMO manikin is the only manikin in the industry that offers human motion animatronics to create a lifelike training environment supplying lifelike visual and tactile stimuli with lifelike responses to treatment. This manikin is the only one that can be worn on human actors. It has specially formulated reusable synthetic tissue with unparalleled realism and durability. It is designed to anatomically correct exact human bloodlines (arterial, venous, and inguinal). It has a four hour battery life, allowing the instructors to take the unit to the field for training. It can be reset in 15 seconds. It uses off-the-shelf batteries. The animatronics give a degree of control to the instructor to advance a training scenario. Students will learn how to find lifelike anatomical landmarks to execute critical patient treatment without relying on marked indicators. The sole source will avoid duplication of costs that is not expected to be recovered through competition, or the unacceptable delays due to the government. The purchase of any other unit would reduce the training that the Trauma FX is able to provide.
