- The Mission & Installation Contracting Command - Fort McCoy, Wisconsin, under the authority of the Federal Acquisition Rules (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a sole source purchase order to Systems Atlanta, Inc Kennesay, GA to obtain an IDS5 Single Workstation Package. The justification is as follows: Systems Atlanta, Inc. (SAI), using Independent Research and Development (IR&D), developed and provides the only known bi-directional software interface that directly connects STR-Speech Tech's (STR) digital information system products with SAI's Information Dissemination & Display System (IDS5). To ensure bi-directional communication, STR' StarCaster Range Information System (RIS) software shares a common workstation hardware platform and display with SAI's IDS5 software product suite and is launched from within IDS5. SAI's IDS5 and STR's Digital RIS, to include the IDS5 RIS Interface, is the only software suite that is accredited for use on all US Army, US Air Force local area networks (LAN) via the Army (AAAS) and Air Force (AFAS) Airfield Automation Systems program. SAI is the only source for IDS5 software products and services, and currently does not provide interfaces to any other Digital RIS product. To support the interaction and real time transfer of critical information between Air Traffic Control and Range Operations/controllers. Currently Range Operations inputs the information into the Range Information System, which in turn broadcasts the hazardous conditions to aircraft. The range operations personnel then call the Air Traffic Control tower to update them of the same information. This typically happens for each range, drop zone, artillery firing point, mortar point or landing zone that either starts firing or becomes active with an event that is hazardous to non-participating aircraft. Both systems were designed by Systems Atlanta, and PM-ATC provides the updates to the AAAS, which will fall under the existing maintenance contract. The system is also approved under the NEC structure and connectivity protocol.
