- The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, Texas, anticipates issuance of solicitation RFQP01131300011 for the award of one Optometrist for the Federal Correctional Institution, located in Morgantown, West Virginia. The contract type is an indefinite delivery/requirements contract with firm-fixed unit prices. The contractor shall provide one Optometrist for the inmate population in a correctional setting for the Health Services Department at FCI Morgantown. The contract period will consist of a base period from date of award through 12 months, and four one-year option periods for renewal at the unilateral discretion of the government. The estimated quantities for the base year and each option year are 192 sessions. A session is defined as one hour. Additional sessions may be requested on an as needed basis. The Contractor will normally work, Monday through Friday (except federal holidays), between the hours of 7:30 a.m. and 4:00 p.m., include a 30-minute unpaid lunch break. The contractor's applicants must be a graduate of an accredited university, with a degree in Optometry, must be eligible for Board Certification and must have a license to practice in the state of West Virginia. The contractor must provide proof of current skills as an Optometrist. The Contractor will provide Optometrist services in accordance with Bureau of Prison policy. Quoters are requested to submit photocopies of their resume or license and/or board certification, and sign a consent for release of Information for verification of credentials along with their quote price per session. The solicitation will be made available on or about June 24, 2013, and will be distributed solely through the General Services Administration Federal Business Opportunities website at www.fedbizopps.gov. Hard copies of the solicitation will not be available. The website provides download instructions. All future information concerning this solicitation, including amendments, will be distributed solely through this website. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The North American Industrial Classification (NAICS) code is 621320, with a small business size standard of $7.0 million. All contractors doing business with the Federal Government must be registered in the System for Award Management (SAM) / Central Contractor Registration (CCR) database. The website for registration is www.sam.gov. The date for receipt of quotes is on July 22, 2013; however, this is a projected estimate and quoters should refer to Page 1 of the solicitation (Block #8) for the actual date quotes are due. Faith-Based and Community-Based Organizations can submit quotes equally with other organizations for contracts for which they are eligible. This solicitation is set-aside for small businesses.
