This is a Request for Information (RFI)/Sources Sought notice issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ) - or a promise to issue a RFQ in the future. This RFI does not commit the Government to contract for any supplies or services whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited proposals or costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will NOT be returned. This announcement is based upon the best information available and is subject to future modification. Contracting Office Address Department of Veterans Affairs (VA), Consolidated Patient Account Center (CPAC) Contracting Office 201 Hay Street, Suite 305 Fayetteville, NC 28314 Point of Contact: LERLITA GARCIA 910-482-5053 Lerlita.Garcia@va.gov Overview: The Department of Veterans affairs is also considering whether or not to set aside an acquisition for Historically Underutilized Small Business Zone (HUBZone) concerns, Service-Disabled Veteran-Owned Small Business concerns (SDVOSB), 8(a) certified Small Business concerns, Woman-Owned Small Business concerns or Small Business concerns, or solicit Unrestricted. The applicable North American Industry Classification System (NAICS) code is 611710, with a small business size standard $14.0 Million. Interested Small Business concerns and small businesses with a socioeconomic status shown above may respond if your company can perform this requirement in accordance with FAR Part 52.219-14 Limitations on Subcontracting (Nov 2011) As prescribed in 19.508(e) or 19.811-3(e), insert the following clause: Limitations on Subcontracting (Nov 2011) (a) This clause does not apply to the unrestricted portion of a partial set-aside. (b) Applicability. This clause applies only to- (1) Contracts that have been set aside or reserved for small business concerns or 8(a) concerns; (2) Part or parts of a multiple-award contract that have been set aside for small business concerns or 8(a) concerns; and (3) Orders set aside for small business or 8(a) concerns under multiple-award contracts as described in 8.405-5 and 16.505(b)(2)(i)(F). (c) By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for- (1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. (2) Supplies (other than procurement from a nonmanufacturer of such supplies). The concern shall perform work for at least 50 percent of the cost of manufacturing the supplies, not including the cost of materials. (3) General construction. The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. (4) Construction by special trade contractors. The concern will perform at least 25 percent of the cost of the contract, not including the cost of materials, with its own employees. (End of clause) Please review the attached draft Statement of Work (SOW) detailing the scope and specific tasks for the CPAC PMO, National Curriculum Material Development requirement. This overview/summary does not include all requirements to complete the Statement of Work (SOW). Specific Response Instructions: Please submit your RFI response in accordance with the following: 1) No more than 15 pages (excluding transmittal page). (EST) on June 20, 2013; 4) Mark your response as "Proprietary Information" if the information is considered business sensitive. 5) NO MARKETING MATERIALS ARE ALLOWED AS PART OF THIS RFI. The government will not review any other information or attachments included, that are in excess of the 15 page limit. Information Requested from Industry: In response to the RFI, interested parties shall submit the following information: 1.Company Information / Socio-Economic Status 1.Provide the company size and POC information. 2.VA has identified the appropriate North American Industry Classification System (NAICS) Code 611710 Educational Support Services, which has a size standard of $14.0 Million for this RFI. Please identify and explain any other NAICS codes your company believes would better represent the predominated work included in the attached SOW. 3.Indicate whether your company, subcontractors, teaming partners, joint ventures have a Federal Socio-Economic Status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small business, Women-Owned Small Business, Disadvantaged Small business, and Hub Zone. If Service Disabled or Veteran Owned Small business, is your company and or partners registered in VA's VetBiz repository? 2.Background/Past Experience - Provide the following information on a maximum of three similar projects dealing with National Curriculum Development services. All projects referenced must have been completed within the last three years for which the responder was a prime or subcontractor. 1.The name, address, and value of each project. 2.The Prime Contract Type, Firm Fixed-Price, Cost Reimbursement or Time and Material 3.The name, telephone and address of the owner of each project 4.A description of each project, including difficulties and successes 5.Your company's role and services provided for each project. 3.Capabilities/Qualifications - Overview of proposed solution(s). Include a description of the capabilities/qualification/skills your company possesses for each of the below statements: 1.Assessment of capabilities to perform requirements noted in the RFI. 2.Assessment of the types of changes required to accomplish the goals. 3.Approach to be utilized to develop necessary changes to the systems to meet the organizational goals 4.Draft schedule to complete necessary changes. 4.Teaming Arrangements - Description of Teaming Partners, Joint Ventures that your company would consider to perform work. 5.Price Information - Provide your commercial price history and rough order of magnitude for the same or similar products/solutions. 6.Other Market Information - Provide any other relative information, this information must be included within the 15 page limitation. 7.Other Federal Experience - Identify the federal contract vehicles DRAFT STATEMENT OF WORK A.GENERAL INFORMATION 1.Title of Project: NATIONAL CURRICULUM MATERIAL DEVELOPMENT 2.Scope of Work: The contractor will provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), except as may otherwise be specified. The contractor will assist the VA CPAC PMO with establishing a curriculum management and revision schedule and an auditing and evaluation methodology for the national courses in the curriculum. The contractor will assist in standardizing the existing nine (9) Instructor Lead Training (ILT) courses and convert curricula into courses that can be delivered virtually. The contractor will produce instructor guides, student materials, PowerPoint presentations, all associated job aids, and evaluation tools/tests for each course based on approved policy. All delivered training material will meet Section 508 Compliance and SCORM standards. 3.Background: The Revenue Academy produced nine face to face trainings for each of the CPAC departments beginning in 2009. It preceded detailed guidebooks and standardized processes. Due to a complete Education and Training realignment, the curricula now needs to be updated, approved and converted to standardized electronic formats compatible with virtual delivery using electronic classroom systems to reach the desired target audience without incurring travel expenses. 4.Performance Period: The Period of Performance will be Date of Award through September 1, 2014. Work at the government site shall not take place on Federal holidays or weekends unless directed by the Contracting Officer (CO), Chief Information Officer (CIO), and Contracting Officer Representative (COR). 5.Type of Contract: Firm-Fixed Price B. CONTRACT AWARD MEETING The contractor shall not commence performance on the tasks in this SOW until a kick off meeting is conducted. The COR will coordinate this effort within one week of awarding of the contract. C. GENERAL REQUIREMENTS 1.For every task, the contractor shall identify in writing all necessary subtasks (if any), associated costs by task, together with associated sub-milestone dates. The contractor's subtask structure shall be reflected in the technical proposal and detailed project management plan (PMP). 2.All written deliverables will be phrased in layperson language. Statistical and other technical terminology will not be used without providing a glossary of terms. 3.Where a written milestone deliverable is required in draft form, the CPAC PMO will complete their review of the draft deliverable within 10 business days from date of receipt. The contractor shall have 5 business days to deliver the final deliverable from date of receipt of the government's comments. D. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES Description of Tasks and Associated Deliverables: The contractor shall provide the specific deliverables described below within the performance period stated in Section A.4 of this SOW. For each task, the contractor's plan shall be responsive with this SOW and describe, in further detail, the approach to be used for each aspect of the task order as defined in the technical proposal. Task 1: The contractor shall provide a detailed project management plan (PMP) for the CPAC project team, which presents the contractor's plan for completing the task order. The contractor shall provide a monthly status report. If changes to the PMP become necessary, then the contractor shall provide an updated project management plan. Additionally, within 10 days of receipt of order, the contractor shall host a collaborative, online project management site that provides the government with secure access to the current status of this project and enables the government to conduct online reviews and provide feedback on all deliverables. Access to the project management site shall be included as part of the contractor's proposed price and be made available for the duration of the contract period. Deliverable 1a: A detailed project management plan Deliverable 1b: Monthly Status Report and PMP updates. Deliverable 1c: Provide Access to an Online, Collaborative Project Management Site Task 2: The contractor shall deliver standardized curriculum formats and templates, which conform to all Section 508 Compliance and includes a detailed style guide. Deliverable 2a: Course Template Deliverable 2b: Course Style Guide Task 3: The contractor shall update and develop curriculum training materials, which include an Instructor Guide, Student Guide, PowerPoint Presentation, Job Aids, Evaluation Tools and Test materials for each of the nine (9) national courses and conform to all Section 508 Compliance regulations. The materials in the curriculum will cover core competencies included in the nine courses identified below: 1.Administrative Services Overview (15 Modules) 2.Accounts Management Overview (19 Modules) 3.First Party Overview (14 Modules) 4.Cash Management Overview (15 Modules) 5.Insurance Verification Overview (21 Modules) 6.Facility Revenue Technician Overview (10 Modules) 7.Utilization Review Overview (15 Modules) 8.Billing Overview (18 Modules) 9.OPECC Overview (28 Modules) Deliverable 3: Course curriculum materials for nine (9) program specific courses. Deliverable 3a: Instructor Guide - 508 Compliant Deliverable 3b: Student Guide- 508 Compliant Deliverable 3c: PowerPoint Presentation Slides -508 Compliant Deliverable 3d: Job Aid - 508 Compliant Deliverable 3e: Evaluation Tools and Test Materials - Not 508 Compliant Task 4: The contractor shall assist in incorporating existing simulations related to each course into the curriculum flow, ensure they link to course objectives and core competencies, and conform to Section 508. Deliverable 4: 508 compliant simulations fully incorporated into each department curriculum. Task 5: The contractor shall establish and provide an evaluation methodology, which includes comprehensive evaluation tools and tests. Deliverable 5: Course Evaluation Plan. Task 6: The contractor shall establish and provide a curriculum management methodology, which includes a detailed plan and schedule for maintenance of the curriculum. Deliverable 6: A detailed curriculum management plan and maintenance schedule.
