Description
The purpose of this synopsis is to gain knowledge of potential Small Businesses, Small Disadvantaged Businesses, Hubzone Small Businesses, Service Disabled Veteran Owned Small Businesses and Woman Owned Small Businesses. The USPFO for Arkansas, anticipates the solicitation and award of multiple contracts to accomplish a broad range of services over a base period of one year and four (4) one year options. The magnitude of these contracts will range between $240,000.00 and $20,000,000.00 for the 5 year contract period. A brief synopsis of the services required follows: Lodging & Transportation Management: Contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and other services necessary to perform lodging management of Independence Hall, Liberty Hall and Patriot Hall for the National Guard Professional Education Center (NGPEC) at Camp Robinson, North Little Rock, Arkansas. Services performed shall consist of front desk services, housekeeping, and transportation of students and guests staying in NGPEC lodging as well as those that are billeted off-post. Administrative Services: Contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and other services necessary to perform Administrative Specialist Services for the National Guard Professional Education Center (NGPEC) at Camp Robinson, North Little Rock, Arkansas. This service will be at various buildings on Camp Robinson. Contractor will facilitate effective communication between the assigned NGPEC Training Center/Division and its assigned personnel and Soldiers. Contractor will receive visitors and telephone calls, respond when able to questions/inquiries or direct as necessary. Contractor will maintain a friendly attitude and work environment. Contractor will order all office supplies as required. Contractor will receive, distribute and send mail. Manage Fitness Center: The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and other services necessary to perform Management of Freedom Hall Fitness Center services, 7 days a week at building 6404, for the National Guard Professional Education Center (NGPEC) at Camp Robinson, North Little Rock, Arkansas Warehouse and Distribution Services: The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and other services necessary to perform Warehouse and Distribution Services for the National Guard Professional Education Center (NGPEC) at Camp Robinson, North Little Rock, Arkansas. The contractor shall be required to perform services indoors, outdoors, and dock at areas. Library Management Services: The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and other services necessary perform Library Management Services for the National Guard Professional Education Center (NGPEC) at Camp Robinson, North Little Rock, Arkansas Event Execution Team Member Services: Contractor shall provide operational and logistical support for conferences and workshops. These events are held primarily in Militia Hall; however conferences or workshops may occur anywhere on the Professional Education Center (PEC) campus and occasionally off campus in the local area. Support requirements are fairly consistent; however the size of conferences will vary. Conference size will range from small (less than 100 personnel) to medium (101-299 personnel) and finally large (300-500 personnel). Most of the conferences are small to medium; however typical requirements call for 3-4 large conferences per year. Instructor Services: Contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and other services necessary to perform Education and Instruction Specialist services for the National Guard Professional Education Center (NGPEC) at Camp Robinson, North Little Rock, Arkansas. This service will be performed for the Organizational Readiness Training Center (ORTC) and the Human Resources and Readiness Training Center (HRRTC). Contractor's employees will have the requisite knowledge and experience to effectively perform their duties. Contractor's employees will have strong written and verbal communication skills and basic knowledge of standard office procedures. Contractor's employees must have the ability to use Microsoft Office Suite including, but not limited to: PowerPoint, Excel, Outlook, and Word. Army Training Requirements and Resource System (ATRRS) Services: Contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and other services necessary to perform ATRRS Support services for the National Guard Professional Education Center (NGPEC) at Camp Robinson, North Little Rock, Arkansas. This service will be performed at various buildings on Camp Robinson. Contractor will have strong written and verbal communication skills and basic knowledge of standard office procedures. Contractor must have the ability to use Microsoft Office Suite including, but not limited to: Outlook, PowerPoint, Excel, Word, and Access. Contractor must develop a working knowledge of, and be able to attain access to, Army Training Requirements and Resource System (ATRRS). Nursing Services: Contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and other services necessary to perform Registered Nurse services for the National Guard Professional Education Center (NGPEC) at Camp Robinson, North Little Rock, Arkansas. Contactor's employees must maintain professional credentials, to include license and Basic Life Support (BLS), at all times. Contractor's employees must be able to independently, after appropriate training, collect and organize all data necessary in order to maintain clinical reports, registers, Scope of Practice Binders, Occupational Safety and Health Administration (OSHA) Binders, Physical Security Binder and Clinical Laboratory Improvement Amendments (CLIA) Binders. The Contractor's employees will function as the Hazardous Biomedical Waste Program manager for the Troop Medical Clinic (TMC) and will be responsible for all record keeping, packaging, disposal, staff training and updating of all OSHA required plans and programs. The Contractor's employees will assist in providing routine and emergency medical care for all eligible Soldiers that present themselves to the TMC. The Contactor's employees will assist the TMC staff with cleaning and maintaining all equipment to ensure adequate function. The Contractor's employees will assist the TMC staff with inventories and restocking of treatment rooms as directed by the TMC Standard Operating Procedures (SOP). Telecommunications Services: Contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and other services necessary to perform Telecommunication Administrator services for the National Guard Professional Education Center (NGPEC) at Camp Robinson, North Little Rock, Arkansas. This service will be performed at various buildings on Camp Robinson. The contractor's employees will be the primary point of contact for all wired and wireless telecommunications requirements at NGPEC. All interested Small Business concerns will provide this office, in writing, a notice stating their positive intention to submit a proposal as a prime contractor no later than June 28, 2013. This notification, which shall not exceed five typewritten pages, shall include the following to be considered a (1) positive statement of intent to bid as a prime contractor, and (2) a completed and signed Source Sought Information Request, posted with this announcement and (3) A listing of projects completed during the past three years, both for government and private industry. The type of project, dollar value, Contract number, location, and Point of Contact are to be included. Indicate if you were prime or subcontractor. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. In the event adequate Small Business contractors are not available for adequate competition for this project, it will be advertised as unrestricted.
