Description
Justification for Other than Full and Open Compeitition for Purchases between $2,500 and $150,000. 1. Contracting Activity: International Boundary and Water Commission, U. S. Section, Falcon Dam Reservoir, 1 Reservoir Road, Falcon Heights, TX 78545. 2. Description of Services: Complete rehabilitation and re-Babbitt of the existing Turbine/Generator (2) upper guide bearings and (1) lower guide bearing located at Falcon Hydroelectric Power Station. The government intends to purchase the rehabilitation and re-babbitt from Pioneer Motor Bearings. 3. Authority Cited: The statutory authority permitting other than full and open competition is FAR 6.302-2 Unusual and compelling urgency (10 U.S.C 2304 (c)(2) or 41 U.S.C. 253 (c) (2)). 4. Reason for Authority Cited: Delay in award would result in serious injury to the government because Falcon Power Station facility must minimize the forced outages due to emergency response, Black Start, and maintaining a stable electrical grid for ERCOT. Not meeting frequency control response will cause Falcon Dam to be non compliance with ERCOT regulations. The above work must be performed within 15 to 25 working days. Delay in getting the hydroelectric power plant up and running will cost the government additional funds in addition to not meeting regulatory requirements. 5. Efforts to Obtain Competition: In the future this agency will follow manufactures guidelines for recommended time frame for replacement or rebuild of bearings in a timely manner which will allow for solicitation in advance of the need for rebuild or replacement. This action will allow time to receive competitive bids. 6. Action to Increase Competition: No action was taken to increase competition because Pioneer Motor Bearing will be able to perform the work within 15 to 25 working days. The bearings are required to be on hand as soon as possible for replacement of Unit 1. Future competition will be sought. 7. Market Survey: No market survey was completed due to the fact that time is a very important factor. 8. Technical Certification: I certify that the supporting data under my cognizance is accurate and complete to the best of my knowledge and belief. 9. Fair and Reasonable Price Determination: I hereby determine that the anticipated price for this purchase order is fair and reasonable based on prices available to the general public. 10. Contracting Officer's Certification: I certify that this J&A document is accurate and complete to the best of my knowledge and belief. 11. Approval: Based on the above justification, I hereby approve the document of the services described herein on an other than full and open competition basis pursuant to the authority of 41 U. S. C. 253 (c) (2) and determine that the costs are fair and reasonable based on prices displayed to the public.
