Description
1.It is anticipated that a two step BAA for this research and development related effort will be issued on or around 01 July 2013. If an actual BAA is published, the date of such could be before or after the estimated date. At this time a final decision has not been made regarding whether or not the areas of focus/research topics will be the same as those listed in the Request for Information Special Notice for W31P4Q-13-4DMDI. However, it is likely that the applicable North American Industrial Classification System (NAICS) code will be 541712 {Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology)}. If this effort results in an assistance instrument (i.e. cooperative agreement), then the entire BAA package will be made available on www.grants.gov. Requests for copies of the solicitation package by any other means will not be honored. Interested parties are responsible for monitoring www.grants.gov and/or www.fbo.gov accordingly for updates to or changes in this effort; including but not limited to NAICS code, focus areas, or BAA issuances and/or amendments. See sections 3 and 4 for more information related to www.grants.gov. 2.Proposer's Day Conference: The purpose of the Proposer's Day is to familiarize potential proposers with the DMDI Institute concept and the associated technology needs in the areas of Digital Manufacturing and Design Innovation. Below are the details related to the planned Proposer's Day conference for this effort. Interested parties are encouraged to attend. However, attendance at the Proposer's Day conference is not a mandatory pre-requisite for responding to a Broad Agency Announcement (BAA) when issued. Interested parties will be able to register for the Proposer's Day conference at the following site: http://www.proposersday.org This site contains Proposers' day registration forms for each of the two recently announced DoD Institutes. Technology focus areas for the Institutes are: (1) Digital Manufacturing and Design Innovation (DMDI) and (2) Lightweight and Modern Metals Manufacturing Innovation (LM3I). These institutes will address cross-cutting manufacturing technologies to meet critical national security and energy needs. The DMDI Institute will address the life cycle of digital data interchanged among myriad design, engineering, manufacturing and maintenance systems, and flowing across a networked supply chain. The LM3I Institute will accelerate the introduction and expand the use of more affordable products made with high strength-to-weight alloys that improve performance and reduce energy consumption. NOTE: The DMDI Proposer's Day will be in held Falls Church, VA on 10 July 2013. This link will not go live until 14 June 2013. Therefore no registrations can or will occur before that date. The website information is being provided for information and planning purposes but is not all inclusive. The Government's intent is to include additional details and guidelines related to the conference on the actual registration website. 3. On the www.grants.gov site, you will find step-by-step instructions which enable you to apply for the opportunity if/once a formal solicitation package is posted in that forum. A user guide can be found at the following link: http://www.grants.gov/assets/GrantsGov_Applicant_UserGuide_R12.2.0_V2.0.pdf. However, the information below is being provided for informational purposes so that interested parties can familiarize themselves beforehand versus after the fact. There are five quote mark Get Registered quote mark steps for an Organization to complete to be able to apply for opportunities posted on www.grants.gov. The information applicants need to understand and execute the steps can be found at http://www.grants.gov/applicants/organization_registration.jsp. Applicants should read through the registration process carefully. The site also contains registration checklists to help you walk through the process. It is recommended that interested parties download the checklists and prepare the information requested before beginning the registration process. Reviewing and assembling required information before beginning the registration process will alleviate last minute searches for required information and save time. Applicants are, therefore, encouraged to register early. The registration process can take up to four weeks to be completed. Therefore, registration should be done in sufficient time to ensure it does not impact your ability to meet required submission deadlines. You will only be able to submit your application online after you have been approved as an Authorized Organizational Representative (AOR). Important components for registration within www.grants.gov: a. DUNS Requirement. A Dun and Bradstreet Universal Data Numbering System (DUNS) number will be required. Instructions for obtaining a DUNS number can be found at the following website: http://www.grants.gov/applicants/org_step1.jsp. NOTE: For teaming arrangements, formal joint ventures, or unincorporated consortiums, the DUNS number of the entity proposed to receive payments is typically used for registration purposes/application purposes. b. System for Award Management. In addition to having a DUNS number, registration within the federal System for Award Management (SAM) is required. Step-by-step instructions for registering with SAM can be found here: http://www.grants.gov/applicants/org_step2.jsp. Failure to register with the SAM will result in your application being rejected by Grants.gov during the submissions process. c. Username and Password. A username and password have to be created within grants.gov to become an Authorized Organizational Representative (AOR). AORs will need to know the DUNS number of the organization for which they will be submitting applications on behalf of. To read more detailed instructions for creating a profile on Grants.gov visit: http://www.grants.gov/applicants/org_step3.jsp. d. AOR : After creating a profile on Grants.gov, the E-Biz Point of Contact (E-Biz POC) - a representative from your organization who is the contact listed for SAM - will receive an email to grant the AOR permission to submit applications on behalf of their organization. The E-Biz POC will then log in to Grants.gov and approve an applicant as the AOR, thereby giving him or her permission to submit applications. Applications submitted through Grants.gov constitute a submission as electronically signed applications. The registration and account creation with Grants.gov with E-Biz POC approval, establishes an Authorized Organization Representative (AOR). When you submit the application through Grants.gov, the name of your AOR on file will be inserted into the signature line of the application. Applicants must register the individual who is able to make legally binding commitments for the applicant organization as the Authorized Organization Representative (AOR); this step is often missed and it is crucial for valid submissions. NOTE: For teaming arrangements, formal joint ventures, or unincorporated consortiums, the AOR is typically a member of the agreed upon lead organization. 4.Grants.gov has a full set of instructions on how to apply for opportunities on its website at http://www.grants.gov/CompleteApplication. The following provides simple guidance on what you will find on the Grants.gov/Apply site. Applicants are encouraged to read through the page entitled, quote mark Complete Application Package quote mark. Grants.gov allows applicants to download the application package, instructions and forms that are incorporated in the instructions, and work offline. In addition to forms that are part of the application instructions, there maybe be a series of electronic forms included the solicitation package that are provided utilizing Adobe Reader. Other important information related to grants.gov: a. Adobe Reader. Adobe Reader is available for free to download from on the Download Software page: http://www.grants.gov/help/download_software.jsp. Adobe Reader allows applicants to read the electronic files in a form format so that they will look like any other Standard or agency form. The Adobe Reader forms have content sensitive help. This engages the content sensitive help for each field you will need to complete on the form. The Adobe Reader forms can be downloaded and saved on your hard drive, network drive(s), or CDs. NOTE for the Adobe Reader, Grants.gov is compatible with versions 8.1.1 and later versions. Always refer to the Download Software page for compatible versions.
