- Geospatial Terminals Operation Statement of Work The following is a Request for Comment (RFC). This announcement is for information and planning purposes only and does not constitute a Request for Proposal. The National Geospatial-Intelligence Agency (NGA) has a requirement to provide time sensitive Safety of Navigation (SoN) Aeronautical information and data to support operational needs of the Department of Defense (DoD). NGA is looking to transform geospatial information from a product-centric model to an integrated data-centric model. The goal is to automatically render DoD Terminal Instrument Approach Procedures (IAPs), Standard Instrument Approach Procedures (SIDs) and Standard Terminal Arrival Charts (STARs) from NGA source holdings. The capabilities desired by NGA include generation of new IAPs, SIDs, and STARs, maintenance of the plates, retrieval and storage of data geospatially, generating the renderings textually and in Open Geospatial Consortium (OGC) formats, all within the NGA prescribed 28 day production cycles. The purpose of the Request for Comment (RFC) is to afford industry an opportunity to comment on any perceived issues with regard to the Statement of Work (SOW) for the Geospatial Terminal Operation (GTO) and receive the benefit of industry comments. The Government's purpose in providing an opportunity for industry comment is to identify potential problem areas, and provide alternative recommendations in order to enhance the success of the SOW. The Government believes industry feedback is important, and is receptive to any and all ideas from industry which would result in limiting unnecessarily constraining requirements, realizing cost savings, or highlighting potential technical or contractual problem areas associated with the SOW. Any comments provided should not be viewed as a vehicle for presenting a specific approach or product intended to be proposed but as an opportunity to improve an eventual solicitation package. Comments are solicited regarding the following: 1. The NGA is considering issuing a firm-fixed price contract, to which the goal is to provide, install and enhance software that will be capable of automatically rendering DoD Terminal Instrument Approach Procedures (IAPs), Standard Instrument Approach Procedures (SIDs) and Standard Terminal Arrival Charts (STARs) from NGA source holdings. The capabilities desired by NGA include generation of new IAPs, SIDs, and STARs, maintenance of the plates, retrieval and storage of data geospatially, generating the renderings textually and in Open Geospatial Consortium (OGC) formats, all within the NGA prescribed 28 day production cycles. 2. This effort will develop and integrate the DoD Geospatial Terminals Operations so that NGA can provide worldwide aeronautical safety of flight information and data to support operational needs of DoD flight crews. 3. Ease of understanding the Statement of Work, and whether or not there are any conflicting statements or ambiguities regarding what is required. 4. Comments, whether supportive or critical, are earnestly solicited regarding every aspect of the proposed Statement of Work (SOW) for the GTO effort. Replies are not mandatory. Replies will be separated from, and have no bearing on, subsequent evaluation of proposals submitted in response to any resulting formal Requests for Proposals. The use of comments received from industry to complete final statements of work and resulting solicitation documents will be at the discretion of the NGA. Any subsequent solicitations will be synopsized prior to its release. Eligibility in participating in a future acquisition does not depend upon a response to this notice. The Government will not critique a potential offeror's comments and the Request for Comment (RFC) should not be used by offerors to market their products/services. The Government does not intend to pay for the information solicited and will not recognize any costs associated with submission of the Request for Comment (RFC). Proprietary information is not being solicited. Information considered proprietary, if any, should be identified as such. Responses to this announcement must be submitted in writing to the Contract Specialist at the email address (Adam.W.Gordon@nga.mil) or to the Contract Officer at the email address (Douglas.H.Verseman@nga.mil) no later than 21 June 2013 at 9:00 a.m. Central Standard Time (CST).
