Description
This notice is for Solicitation No. VA-243-13-B-0839 - Project No. 630-09-103, Dental Lab Renovation at U.S. Department of Veterans Affairs, Manhattan Medical Center, 423 East 23rd Street, New York, NY 10010. This shall be a Service Disabled Veteran Owned Small Business Set-Aside (SDVOSB). As a result, all SDVOSB's may submit a bid, which will be considered by the agency. This project is classified under NAICS Code 236220, and has a size standard of $33.5 Million. The cost estimate range for this project is $1,000,000.00 to $2,000,000.00. STATEMENT OF BID ITEM(S) A.ITEM I - Base Bid, Dental Lab Renovation: Work includes general construction, alterations, casework, work stations, mechanical, electrical and plumbing work, laboratory equipment installation, demolition and removal of existing construction, casework, and certain other items, and asbestos abatement, as shown on the Drawings. The Base Bid work includes all work shown on the Drawings, including all work labeled as Alternate Deduct Items nos. 2 thru 4. In the case of Alternate Deduct Item No 1, two HVAC schemes are shown on the drawings, one labeled with "Base Bid" and the other labeled with "Alternate Deduct Item no. 1" in the title of some of the plans or details. The Base Bid work shall include all work shown on the Drawings, including all work shown with " Base Bid" in the title of any plan or detail in lieu of the work shown in any plan or detail with "Alternate Deduct Item #1" in the title of any plan or detail. The Base Bid work consists of but not limited to the following: Architectural: The Dental Lab Renovation project will include the following work: a gut renovation of the existing space, Dental Lab 2193C and Max. Facial Pros. 2192C. The Decontamination Room 2157C will receive minor finish upgrades. Upgrades to existing plumbing connections in Decontamination Room 2157C will involve equipment within X-Ray 2156C. Work in all three spaces will include upgrading casework, plumbing fixtures and equipment. 1.Demolition: a.Demolition in Decontamination Room 2157C shall consist of the following: i.Demolition of existing casework, scrub sink, and eye wash station; the existing flooring is to be demolished due to moisture damage. Source of moisture to be investigated. ii.The existing layer of GWB and existing floor base to be demolished from 36" A.F.F. and below due to moisture damage; door closer to be replaced due to failure to function properly. iii.GC will confirm with VA NY prior to demolition whether any existing furniture, casework, or equipment is to remain or be salvaged. iv.The existing ceiling grid, tile, and light fixtures in Decontamination Room 2157C are to remain. v.Existing metal convector enclosures are to be removed, striped, and primed in preparation for new finish. vi.Existing pass through window to remain. b.Demolition in Max. Facial Pros. 2192C shall consist of the following: i.Demolition of existing casework, plumbing fixtures. ii.Existing door, frame and hardware leading into Dental Lab 2193C to be demolished. iii.Existing light fixtures, and ceiling devices are to be demolished. iv.Existing ceiling grid and tile are to remain as existing. Tiles will be demolished/relocated to allow for the proposed lighting and HVAC design. v.South partition to be demolished for separate entrance from corridor. vi.Existing flooring to be demolished. GC will confirm with VA NY prior to demolition whether any existing furniture, casework, or equipment is to remain or be salvaged. vii.Existing metal convector enclosures are to be removed, striped, and primed in preparation for new finish. c.Demolition in Dental Lab 2193C shall consist of the following: i.Demolition of existing casework, plumbing fixtures. ii.The existing door, frame and hardware leading into Dental Lab 2193C from the corridor and Study & Conference 2167C is to be demolished. iii.The existing ceiling grid, tile, light fixtures, and ceiling devices are to be demolished. iv.The existing flooring is to be demolished. v.GC will confirm with VA NY prior to demolition whether any existing furniture, casework, or equipment is to remain or be salvaged. vi.Existing convector covers in Dental Lab 2193C are to be removed, stripped, and primed in preparation for new finish. 2.Construction: All three spaces, Decontamination Room 2157C, Max Facial Pros. 2192C, and Dental Lab 2193C are to receive new casework/millwork, plumbing fixtures, and equipment. A.Construction in Decontamination Room 2157C shall include the following: i.Casework, scrub sink, and eye wash station to be installed. ii.Door closer to be installed. iii.GWB to be patched where existing had been demolished. iv.Flooring to be installed with wall base. v.All interior partitions to receive paint. vi.Decontamination Room 2157C is to be under negative pressure at all times. The existing perimeter exhaust fan will be replaced in kind. B.Construction in Max. Facial Pros. 2191C shall include the following: i.Patching of the existing opening to Max. Facial Pros. 2192C. ii.Patched GWB partition is to be painted to match existing adjacent paint and wall base. iii.Removed sliding door is to be modified and reinstalled as shown on Partition Plan. C.Construction in Max. Facial Pros. 2192C shall consist of the following: i.Millwork counter, base cabinets, upper cabinets, and full height cabinets are to be installed. ii.Lighting fixtures to be installed. iii.Ceiling tiles to be modified to receive HVAC registers. iv.Door and hardware to be installed where existing partition has been demolished for entrance from corridor. v.Partition to be patched in location of demolished door to Dental Lab 2193C. vi.Flooring and wall base to be installed. vii.All interior partitions to receive paint. viii.A/V components to be installed for (4) person conference table. D.Porcelain Lab 2194C is to be constructed as shown on the Partition Plan. Construction in the Porcelain Lab 2194C shall consist of the following: i.GWB partitions to be built to existing slab. ii.Casework to be installed with gas receptacles. iii.Power and data receptacles to be installed. iv.Flooring and wall base to be installed. v.Ceiling grid, tile, and light fixtures to be installed. vi.Door and hardware to be installed. vii.All interior partitions to receive paint. E.Construction in Dental Lab 2193C shall consist of the following: i.Casework and sinks to be installed with gas receptacles. ii.Power and data receptacles to be installed. iii.Ceiling grid, tile, and lighting fixtures to be installed. iv.Door and hardware to be installed. v.Flooring and wall base to be installed. vi.All interior partitions to receive paint. F.Construction in Corridor outside of 2191C, 2192C, 2193C, and 2194C shall consist of the following: i.Door/entrance configuration for Max. Facial Pros. 2192C, Porcelain Lab, and Dental Lab 2193C sliding doors for Max. Facial Pros. 2192C and Porcelain Lab; continuous counter for full length of space (corridor partition to external perimeter windows ii.Adjusting the fume hood above the autoclave outside of Pros. 2172C shall include patching of ceiling tile and grid, and replacing a light fixture. Mechanical: 1.HVAC: a.Removal of existing duct mounted steam reheat coils and provide two new duct mounted steam reheat coils and modify existing ductwork serving the project area into 2 separate zones. i.One reheat coil shall serve rooms 2188C, 2189C, 2190C, 2191C, and 2192C. ii.The other reheat coil shall serve Dental Lab 2193C and Porcelain Lab 2194C. b.Install new ductwork, a reheat coils, and thermostats to serve the two new zones. c.Rebalance existing AC-8 system as required to provide the modified air quantities. d.Replace rooftop exhaust fan. e.Modify existing fume hood ductwork in corridor to extend past autoclave equipment. f.Provide new canopy fume hoods in dental lab area and tie-in to exhaust ductwork system. 2.Dental Lab Exhaust: a.Kavo furniture or approved equal shall include integrated localized exhaust system at the work benches. 3.Dental Lab Fume Hoods: a.Replace existing roof mounted fume hood fan. b.Clean and refurbish existing hood make up air supply fan, electric heating coil, ductwork and controls. c.Extend existing exhaust hood serving an existing autoclave located in the hallway adjacent to Pros Room 2172C. Hood shall be extended 6" past to footprint of existing autoclave. Plumbing: Provide new gas, air, water, waste, vent connections to architectural equipment and fixtures. Upgrade of medical vacuum system, including new alarms and provide tie-in to BMS, replace existing vacuum receiver tank and new drain pump, provide new amalgam separator at vacuum system. Upgrade of medical air compressor including new alarms and new control panel and tie-in to existing BMS. Provide new air compressor dedicated for dental lab use equipment use and reroute piping to dental lab suite. Replace all waste piping connection to dental chair podiums from PVC piping. 1.Dental Lab Plumbing: a.Provide hot water, cold water, sanitary drain, and vent piping for new sinks and equipment. b.Provide removable plastic plaster traps in cabinets below new sinks to match existing (similar to Buffalo Dental Trap-Eze Disposable Trap). c.Provide one eyewash station inside the Dental Lab. The eyewash station shall deliver tempered water. Connect to existing hot and cold water and provide a mixing valve. d.Provide new oxygen, natural gas, and medical vacuum piping from new equipment in the Dental Lab to existing piping systems. 2.Treatment Space Plumbing: a.Replace drain piping serving all equipment podiums that serve dental chairs in the treatment rooms located in the center portion of the Dental Suite. This work shall require special protection of the medical records in Medical Administration Room 1101C and special security clearance for all workers. b.Reconstruct plumbing systems as required to serve modifications to the existing film processing room and the adjacent x-ray room. c.Provide a recessed wall mounted indirect waste and cold water supply box and connect to existing sanitary and cold water piping. Connect existing x-ray equipment to recessed sanitary and cold water box. The recessed box shall be similar to a Bradley recessed dialysis box model 7920. 3.Medical Vacuum: Replace the existing control panel and static pressure sensor and connect the Medical Vacuum system to the existing Building Management System. The control points shall be as follows: a.Analog Input - System Static Pressure b.Digital Input - Alarm c.Digital Input - Exhauster #1 status d.Digital Input - Exhauster #2 status i.Analog Output - System Static Pressure i.Digital Output - Exhauster #1 on/off ii.Digital Output - Exhauster #2 on/off iii.Digital Output - System auto/hand iv.Replace the existing receiver tank and add amalgam separator 4.Medical Air Compressors: a.Replace existing diagnostic and alarm equipment and controls. b.Remove the existing Dental Lab from the existing medical grade compressed air system. Provide a new industrial grade compressed air system consisting of new compressors located in mezzanine of Building #4 Chiller Mechanical Room. The new system shall provide 80 psi compressed air to the Dental Lab. Sprinkler: Provide new sprinkler head layout to align with new architectural reflect ceiling plan. Electrical: Provide power and lighting to match architectural equipment and reflected ceiling layout. Provide new circuit breaker panel, new power to lab benches and provide new telecom and lighting controls to each area. Provide power connection to MEP equipment. 1.Telecom: a.Telephone outlets shall be provided with new architectural layout. b.Four new data outlets shall be provided as per new architectural layout. 2.Lighting: a.New switches shall be provided for renovated spaces. 3.Power: a.Plugmold strips shall be provided as well as fan control for new benches. b.Power to Utility benches throughout the lab space is via Plugmold strips. New Plugmold power strips will be provided per new architectural layout. c.Provide power for new industrial grade air compressor and rooftop exhaust fan. B.Alternate Bid Items: Bids for this project shall include a Base Bid, as described in Article 1.2,A, above, and Alternate Bids Nos. 1 thru 4, as described, below. Each successive alternate bid deletes work from the preceding bid as follows: 1.Alternate Bid No. 1 - This alternate bid consists of all work included in the Base Bid except that the HVAC work shall also be in accordance with the plans and details for the HVAC scheme with "Alternate Deduct #1" in the title of those plans and details in lieu of the HVAC scheme with "Base Bid" in the title of the corresponding plans or details on the contract drawings. 2.Alternate Bid No. 2 - This alternate bid consists of all work included in the Alternate Bid No. 1 minus all work associated with Alternate Deduct Item no. 2, as shown on the contract drawings. Alternate Deduct Item no. 2 includes but is not limited to replacement of existing Dental Medical Vacuum System controls and alarms panels and tie-ins to BMS, vacuum receiver tank, elimination of amalgam separator. 3.Alternate Bid No. 3 - This alternate bid consists of all work included in the Alternate Bid No. 2 minus all work associated with Alternate Deduct Item no. 3, as shown on the contract drawings. Alternate Deduct Item no. 3 includes but is not limited to replacement of existing compressed air alarm panels and controls and tie-in to existing BMS. 4.Alternate Bid No. 4 - This alternate bid consists of all work included in the Alternate Bid No. 3 minus all work associated with Alternate Deduct Item no. 4, as shown on the contract drawings. Alternate Deduct Item no. 4 includes but is not limited to replacement of all existing slip-joint PVC piping and fittings sanitary connection in the dental suite at dental chair podiums in designated areas and exclude the scope for replacement of all associated horizontal PVC piping. All work shall be in accordance with the contract drawings and specifications. All work shall comply with Occupational Safety & Health Administration (OSHA) Regulation, National Fire Protection Association (NFPA) 101 Life Safety and VA Standards and Regulations. All other details and information shall be contained in the solicitation which shall be posted on www.FBO.gov The solicitation will be released on or about June 26th 2013. The bid submittal address, date and time will be included in the solicitation. This project requires bonding and all bid submissions shall be in hardcopies; faxed or e-mailed bids will not be accepted. All bidders shall be registered in www.SAM.gov and www.VETBIZ.gov. All bidders must have current CVE certification at the time of bid. End of Description
