- The U.S. Army Aviation and Missile Command is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for the production of the Personal Electronics Computer and Displays System (PE CDS) for the Air Soldier System. The results of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 334118. 2.THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. 3.BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. 4.If your organization has the potential capacity to perform this contract, please provide the following information: 1) Organization name, address, email address, telephone number, and size and type of ownership for the organization. 5.The U.S. Army's Product Manager Air Warrior (PM AW) plans to procure and field PE CDS to be used by Army Aviation crewmembers to provide improved data processing, control, and presentation technologies to reduce overall pilot workload. The PE CDS consists of three devices: Soldier Computer Module (SCM), Personal Display Module (PDM), and Mission Display Module (MDM). The SCM is the centralized mission processor (computer) for processing all data for various displays and electronic mission equipment worn and used by the Air Soldier. The MDM is an aircraft-mounted 9 quote mark LCD that displays situational awareness and flight mission information for the pilot/co-pilot. The PDM is the soldier's input device for control of all Air Soldier power and computer functions and is also the display for critical system status/health and Escape and Evade (E&E) information. The SCM and PDM are body mounted. The PDM includes a 4.3 quote mark LCD with function buttons that may be wrist or sleeve mounted; the SCM attaches to the Air Soldier gear carriage system. This procurement may also include spare parts and support equipment for logistical support of PE CDS in the field. Support equipment may include a computer based docking station for uploading mission data and software to the SCM. The production contract will require the manufacturer to build the SCM, PDM and MDM to Government Furnished technical data that includes detail specifications and drawings. The PE CDS is being qualified for use on Army helicopters over the next six to nine months. The contractor selected by the Government will be required to successfully complete First Article Test to demonstrate ability to produce the PE CDS in accordance with the Government Furnished technical data. The production contractor must maintain a quality system IAW ANSI/ISO/ASQ Q9001-2008 or AS 9100 or equivalent systems as agreed upon between the contractor and the Government. The contractor must employ a product acceptance system that includes inspections and test to demonstrate compliance of the end product with the contract requirements. 6.The PM AW anticipates procuring approximately 1,000 MDMs, 6,000 PDMs and 6,000 SCMs over a period of five years. The contract may include repair of returned items by the contractor. 7.The Government anticipates release of a draft Request for Proposal in the last quarter calendar year 2013. The competition for the PE CDS production contract is expected to begin in the first quarter calendar year 2014. Contract award may be based on competitive pricing and the results of a pre-award survey. Interested parties who consider themselves qualified to manufacture the PE CDS are invited to submit a response to this Sources Sought Notice by June 28, 2013 4:30 CST.
