This is a sources sought notice and is for information and planning purposes only. This notice does not constitute a Request for Proposal or a Request for Quote. THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. Please be advised that the Government will not pay for any information submitted under this notice. Nor is the Government obligated to notify respondents of the results of this notice. Any documentation submitted will not be returned. The Federal Emergency Management Agency (FEMA) is performing market research to identify vendors that may possess the capability to provide retail fuel sources for emergency responders in New York, New Jersey, Puerto Rico and the United States Virgin Islands. In rare instances, fuel may be requested for distribution to the public. FEMA is particularly interested in the capabilities of Small Business concerns: Small Disadvantaged Business, HUBZones, Service-Disabled Veteran-Owned Small business, and Women-Owned Small Business. Requirements: 1. Vendor(s) should have the capacity to supply ordered assets so the assets arrive to the designated site within 12 hours of a request. 2. Vendor(s) should have the capacity to supply mobile fuel tanks capable of transporting and dispensing retail fuel to ground vehicles, stationary generators, refrigeration units, mobile light sets, material handling equipment, and other equipment. 3. Vendor(s) should have the capacity to supply diesel, motor gasoline (MOGAS), or propane to any location required within 24 hours of activation of an order by FEMA in New York, New Jersey, Puerto Rico or the United States Virgin Islands. 4. If the estimated fuel requirements cannot be procured in Puerto Rico or the U.S. Virgin Islands, vendor(s) shall supply/deliver such assets within 96 hours if the CO or COR concurs that the disaster has made local procurement of fuel impossible, including fueling missions to any location on the stationed island or transport to any of the other major American Caribbean islands (Puerto Rico, Vieques, Culebra, St. Thomas, St. Croix, and St. John). 5. Vendor(s) should have the capacity of arranging for inter-island transportation of fuel. Vendor(s) may be required to meet FEMA's requirements by fulfilling the requirements from the vendor(s)' own facilities or may be required to stage fuel and fueling assets at a staging area to ensure readiness. 6. Vendor(s) should have the capacity to travel to any point on the listed islands to provide fueling services as needed. As an alternative, the vendor(s) may be provided a fuel route with multiple stops and be required to fuel all equipment at the listed site(s). 7. Vendor(s) shall also be responsible for complying with all applicable environmental and HAZMAT rules prescribed by the applicable Federal and State laws and regulations regarding the dispensing of petroleum products. The results of this Sources Sought Notice will help FEMA determine if there are available sources that will satisfy its requirements. The North American Industry Classification System (NAICS) code for sources sought is 454310. Interested parties may submit a brief capability statement, no more than three (3) pages, demonstrating how they are capable of meeting this requirement. The Capability Statement should respond to items 1 through 7 listed above in this notice. Electronic submittals are preferred. The capability statement should include the following: (1) Name of business; (2) Contact information (address, telephone, e-mail, website address, facsimile); (3) DUNS number, CAGE code; (4) Business size; (5) Indicate Socioeconomic status (if small business) Small Business, HubZone, Service Disable Business, Woman Own Small Business, Service Disabled Veteran Owned Small Business; (6) GSA contract number and period of performance (if applicable); (7) Technical description of your firm's ability to meet the requirement as described above (description should address technical competencies); indicate business location (if more than one); and years of experience relative to state requirements. All Interested Parties should submit electronic copies of their respective capability statement no later than Thursday, 20 Jun 2013 to sharon.leroux@fema.dhs.gov and daisy.joseph@fema.dhs.gov.
