Description
The U.S. Department of Labor awarded a sole source contract to Transportation Communications Union, 3 Research Place, Rockville, Maryland, 20850. The statutory authority permitting acquisition of this requirement by other than full and open competition is 41 U.S.C253(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The requirement was to provide basic Career Technical Training and Placement Services in the Following Areas: Rail Passenger, Freight Services, Data Entry, Airline and Highway Services for the Job Corps Program. Job Corps is a national training program that provides comprehensive academic, residential and career technical training services to more than 60,000 disadvantaged youth each year at 125 Job Corps Centers nationwide. The requirement is as follows: Operate transportation-related training programs, covering the following areas: Rail Passenger Clerk, Rail Freight Service Worker, Data Entry Clerk, Machinist (rail), Airline Service Worker, Freight Clerk, Mass Transportation/Highway Service Worker, and Information Processing Specialist, at a minimum of 8 sites nationally serving approximately 400 trainees, in accordance with policy and requirements stipulated by the National Office of Job Corps, U.S. Department of Labor. The training program will cover the following key technical training areas: · Safety · City Codes (Rail and Air) · Reservations and Sales · Customer Service · Transportation History · Rail, Track Tools and Basic Equipment · Rail Freight Service · Rail Passenger Service · Rail Machinist and Service · Mass Transit/Highway Service · Mass Transit Zones and Station Codes · Mass Transit Fare Structure · Green Mass Transportation · Mass Transit Fares · Information Processing (Data Entry, Spreadsheets and Word Processing) · Routing · Rail Signals/Switch Controls · Rail Air Breaks · Airline Equipment · Airline Technology · Zones and Station Codes · Construction and Timetables 2. Career-Technical Training (CTT) at specified Job Corps Centers using Training Achievement Records (TARs) and supporting curricular materials developed by the chosen training provider and approved by the National Office of Job Corps. 3. The placement of graduates into registered apprenticeship programs or entry-level jobs with career-advancement potential in the construction industry 4. Active and graduating students will be provided with career-transition services that lead to quality job placements. The career-transition services include, but are not limited to, assisting students with job interviews, housing, childcare, and transportation to work sites. There are no set aside restrictions for this requirement. The procurement was classified under the North American Industry Classification System 611513. This is a Notice of Award and not a request for competitive proposals.
