- This is a combined synopsis-solicitation issued under commercial procedures issued in accordance with FAR 12.603 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and no issue of a written solicitation. The solicitation number is P13PS01021, and the solicitation is being issued as a request for quotation (RFQ). The NAICS code is 488999 with a small business size standard of $7 million or less in annual receipts. This solicitation will result in a Single Award Indefinite-Delivery Indefinite-Quantity (IDIQ) resulting from the solicitation for base 12-month period of performance and four 12-month option periods. Task Orders will be placed with one successful contractor throughout the life of the contract. NPS reserves the right to cancel this solicitation and make no award. Payment shall be made upon receipt and acceptance of all items invoiced through the Department of the Treasury Internet Payment Platform (IPP) which can be accessed at the following website: https://www.ipp.gov. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-66, effective 28 February 2013. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer. Also, the full text of a solicitation provision may be accessed electronically at this address: http://www.acquisition.gov/far. The Government will award one firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: price, past performance, and experience of the contractor to meet the Government's requirement. Technical and past performance, when combined, are equal to cost or price. Quotes must be signed, dated and received no later than Jul 5, 2013 at 5:00 p.m., Pacific Time. Quotes must be valid for 30 days after closing of the solicitation. To be considered for award, offerors must be registered and have active profiles in the System for Award Management (SAM). Offerors may obtain information on registration and annual certification requirements via the internet at https://www.sam.gov/ or by calling the Federal Service Desk at 1-866-606-8200. Questions relating to this solicitation shall be presented by e-mail to Nanette_Phillips@nps.gov no later than close of business 5:00PM PT on Jun 21, 2013. The Government will evaluate the questions, and if needed an amendment will be issued. If further questions arise following the outcome of answers provided to the initial question, the Contracting Officer has sole discretion to determine if a new question closing date will be required.
