Description
In accordance with 52.232-18 AVAILABILITY OF FUNDS (APR 1984) Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. (End of clause) Eielson AFB, Alaska has a requirement for Drayage Services. The Contractor shall provide all personnel, labor, equipment, materials, supervision, and tools necessary to perform drayage of government-owned furnishings (to include recreation (foosball, ping pong tables, etc.) and exercise equipment) to/from warehouses, consolidated dormitories (CD) on Eielson AFB, quarters on Eielson AFB, and quarters off-base. The contractor shall comply with commercial and industry standards, and all applicable federal, state, and local laws, regulations, and procedures to include OSHA Guidance 29 CFR part 1910 General Industry and AFI 91-301 Para 9.1 - 9.5, AIR FORCE OCCUPATIONAL AND ENVIRONMENTAL SAFETY, FIRE PROTECTION, AND HEALTH (AFOSH) PROGRAM. At contract start, the contractor shall complete any work left in progress by the previous contractor. The contractor's performance will be based on the Contracting Officer's (CO) evaluation and Contracting Officer's designated Representative (COR) (Quality Assurance Personnel) and of the results required by the Service Summary (SS) and not the frequency or method of performance. It is at the contractor's discretion to determine the levels of frequencies to attain the level of service at the best value. The evaluation of results will be based on COR performance assessment, tenant satisfaction, and customer complaints. Final results of the evaluations will be the determining factor for the success or failure of this contract. The contractor shall comply with applicable federal, regional, state, and local laws and commercial standards. The invitation for bid will be made available for download at www.fedbizopps.gov approximately June 2013. This action is set aside for Total Small Business in accordance with FAR 19.502-2, Total Small Business Set-Asides. The applicable North American Classification System (NAICS) code is 484210, with a small business size standard of $25.5 M. This Invitation for Bid (IFB) will be issued electronically. It will be available only via the Federal Business Opportunities web site (www.fedbizopps.gov). Potential bidders are responsible for downloading their own copy of the solicitation package, and amendments, as no paper copies will be furnished. A bidder mailing list will not be maintained. Potential bidders should register at www.fedbizopps.gov in order to receive notification and/or changes to the IFB. Interested contractors are encouraged to submit their contact information by registering as an interested vendor utilizing the Vendor Notification Service link within the Register to Receive Notification function. All bidders MUST be registered in the System of Award Management (SAM) database at http://www.sam.gov. Bidders may obtain information on registration and annual confirmation requirements via the Internet at http://www.fsd.gov or by calling 1-866-606-8220. Any questions concerning this invitation for bid (IFB) MUST be submitted in writing (mail, fax or email) to the point of contact listed below.
