Description
This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine availability and capability of qualified small businesses, Service Disabled Veteran Owned Small Businesses, Woman Owned Small Businesses, or HUBZone small businesses. The North American Industry Classification Code (NAICS) is 541330 (Engineering Services). The Government will not reimburse any concern for any information that is submitted in response to this Sources Sought request. Any information is strictly voluntary. Interested vendors should submit their capability statement in writing, limited to five pages. The capability statement shall be in sufficient in detail to allow Government to determine the organization's related qualifications to perform the work. The statement shall include: 1. A statement of interest in services contained herein. 2. Contact information to include name, email address, phone number and fax number. 3. Company size: Small, HUBZone, 8(a), Service Disabled Veteran Owned, or Woman-owned business size. 4. Cage code. 5. A Synopsis of the contractor's capabilities and related experience, limited to five pages. All interested sources are required to response to this sources sought announcement via email not later than 1:00 p.m. Pacific Time, 26 June 2013. Project Development Study - Fairbanks Federal Bldg, FAirbanks, AK The purpose of this study is to develop the project by verifying needs and further developing scope, cost estimates, energy model and profile and implementation plans. The second is to prepare performance criteria and specifications that allow the General Services Administration to contract for work using a design build methodology. Facility will remain fully occupied and operational during entire project. All phasing and coordination recommendations should consider occupancy and minimizing impact on tenant population. Project Overview 1.Project Identification Title: Heating, Ventilation, Air-Conditioning and Refrigeration (HVAC/R) System Upgrades Location: Fairbanks Federal Building (AK00029ZZ) Address: 101 12th Avenue Fairbanks AK. 2. Project Background The work item has been identified during previous studies. In some cases, the work has been broken out of studies that proposed comprehensive modernization of the HVAC/R systems - see reference background documents below. a. Work Item : HVAC/R systems upgrade. Fairbanks Federal Building 1. Project Description: Comprehensive design and construction effort to upgrade all HVAC/R systems in the facility. The design/build project shall provide a fully functional design and construction to upgrade systems while providing space conditioning for continued tenant operations. Project Justification: Nearly all of the HVAC/R equipment is original to the facility and upgrade is needed. As the equipment ages, failures are increasingly more likely as a result of physical degradation. Also, the acquisition of parts for repair and maintenance is already a challenge and will become progressively more difficult as a result of obsolescence. B. Statement of Services The successful contractor shall provide all professional services necessary to design and prepare documents specified in this scope of work. 1. Background Data a. GSA will provide background data in the following areas. Note- any conflicts or ambiguities within or among the referenced Standards and Criteria Documents, or any deviations from requirements contained in the Standards and Criteria Documents, must be reported to the GSA in writing, for determination as to applicability. 1. Profile pages from Asset Business Plans(ABP). The ABPs provide building data and descriptions. 2. Building drawings including as-builts to be used for information purposes. All pertinent information must be verified for accuracy. These documents include but are not limited to: a. HVAC duct diagrams and system layouts. b. Layout drawing of building with external dimensions c. Main Building Equipment Location Map 3. Hazardous Material Reports - for facility 4. Security Requirements and forms for access credentials. a. GSA will also provide the following guidance documents: 1. PBS-P100, Facilities Standards for the Public Buildings Service, including all applicable Standards, Criteria and Guides listed therein. Applicable codes referenced in this document are listed below. a. Architectural Barriers Act Accessibility Standard (ABAAS) b. ASHRAE Standard 90.1 2010, or the latest available version c. ASHRAE Standard 62.1-2010, or the latest available version d. NEC e. NFPA f. 2009 International Building Code, or latest available revision 2. PBS P-120, Project Estimating Requirements for the Public Buildings Service 3. PBS PQ-251, Value Engineering Program Guide for Design and Construction, Volume 2, Contracting Officers and Professional Services Contractors 4. ISC Physical Security Criteria for Federal Facilities 5. GSA Public Building Service, Pricing Desk Guide, 4th Edition, Chapter 3 1. Scope of Work a. Verify Project Requirements 1. Meet with GSA to review project goals, and objectives conditions. 2. Review existing reports, drawings, surveys, and other relevant documentation including GSA standards and codes. 3. Perform on-site investigations - site investigations must be coordinated with on-site property management teams through the GSA Project Manager for this study. Unless consultants have required security clearances they shall be escorted by appropriate personnel. 4. Needs Assessment Report - Provide report outlining project needs include well defined project goals and objectives, existing condition descriptions and assessments, design standards (codes), and identify unique situations/risks that may impact project implementation. b. Concept Options 1. Develop up to three conceptual options to meet the needs assessment. All options shall consider existing operating conditions and any potential modifications to the building into account, be practical, and be feasible for construction. 2. Each concept shall include: a. Written description including drawings as needed to illustrate the proposed approach. b. Cost estimate using GSA Project Cost Template. Outline implementation plan including project risks, schedule, and any required phasing. c. Preferred Option: 1. Develop "Performance Criteria" based on preferred option. This can be in bullet format outlining the performance expectations of the project. 2. After GSA approves performance criteria develop "Performance Specifications" using for CSI Masterformat. 3. Develop final cost estimate - CSI masterformat. d. Baseline Energy Model and Energy Use Profile: 1. Develop baseline energy model and profile for building as currently configured using equest or equal format. Information will be used to determine energy savings gained from project. 1. Cost Estimate a. Each work item shall have a separate cost estimate. b. Estimates shall be completed using CSI 2004 Master format cost elements. c. The estimate shall separate labor and material costs, and provide unit cost for each line item. The hourly cost and the contractor mark-ups must be separated in each cost estimate. d. Cost estimate shall use GSA's Project Cost Estimating format - see P120. As required, cost shall be broken down by Shell/Tenant Improvement/Security per Pricing Policy. e. The final cost estimate will be the "Independent Government Estimate" and be used to evaluate Design-Build contract offers. B. Submissions 1. Submission Format a. The study shall be presented in sections as indicated below. 1. "Executive Summary", " 2. Introduction", 3. Needs Assessment, 4. Options including cost estimate, 5. Perferred Option 6. Energy model and baseline energy profile 7. Performance Criteria 8. Performance Specifications 9. Implementation Plan 10.Final Cost Estimate b. In addition to the narrative, the study shall contain any, floor plans, schematics, sketches, and other graphic diagrams that best demonstrate the section intent. c. Written and narrative portions of the study shall be typed and formatted onto CD-ROM using Microsoft Word for Windows. Any spreadsheets included shall be in Microsoft Excel format. All electronic files shall be editable and printable. d. Final submittals should include a CD-ROM containing electronic files of the Project Development Study and any supporting documentation. e. Upon completion of the study, all materials originally provided by the GSA will be returned. 2. Milestone Submittals a. The Study will be developed through four submissions as follows: 1. Submittal 1, Needs Assessment 2. Submittal 2, Concept Options, energy model 3. Submittal 3, Draft Final including Preferred Option including performance material. 4. Submittal 4, Final
