REQUEST FOR INFORMATION Content Management System for Health Management Messaging 1. PURPOSE: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This request is for planning purposes only, and does not constitute a Request for Proposal, Solicitation, a Request for Quote, or an indication that the Government will award a contract for the items contained in this RFI. This notice is not be construed as a commitment on the part of the Government to award a contract, nor does the Government reimburse respondents for any costs associated with submission of the information being requested, or reimburse expenses incurred for responses to this RFI. The Government is seeking all business types that have the capability or capacity to provide the items and services identified below. Responses to this notice will assist the Government in determining a socioeconomic strategy for a potentially forthcoming Request for Proposal. 2. ANTICIPATED SCOPE OF WORK: The Contractor shall deliver, implement and configure a messaging solution for administrative and clinical purposes that supports quick, easy, and secure messaging for the following scenarios: "Staff to Veteran with PHI/PII in message "Veteran requested, automated messages: oWith PHI/PII in message oWithout PHI/PII in message (such as educational/informational about items like blood pressure control) The solution requires integration with the Department of Veterans Affairs (VA) Mobile Framework (VAMF) and Patient Generated Database (PGD) to support continuity of care and documentation for both Veterans, and VA Staff or automated systems as designated. All databases, APIs, documentation and other software provided for this effort shall be submitted to the open source community for VA which is "Open Source Electronic Health Record Agent" (OSEHRA). See attached draft Performance Work Statement (PWS) for additional information and anticipated requirements. 3. SUBMISSION INSTRUCTIONS: It is requested that any interested and qualified company submit the information required below via email to the point of contact listed at this bottom of this announcement. Interested companies shall provide the following information: - Company Name; - CAGE/DUNS Number under which the company is registered in SAM.gov - Company Address; - Point of contact name; - Telephone number; - Email address; - Company's business size, including applicable North American Industry Classification System (NAICS) code(s); and - Capability Statement (10 page limit) The capability statement for this requirement is not to exceed 10 pages (including any attachments). It should clearly detail the firm's ability to perform the aspects of the requirement described in the PWS. Specifically, the Government requests that capability statements demonstrate: a)The ability to perform based on relevant examples of similar performance or involvement with similar contracts or projects; such as implementation of secure text message capabilities, transfer of Personal Health Information/Personally Identifiable Information, especially in a health care environment. b)A brief explanation of a potential technical approach to tasks listed in PWS section 5.3 (paragraphs 5.3.1 - 5.3.5) c)Potential pricing models (i.e.: per text, per user, volume pricing, etc.) for the requirement in PWS Paragraph 5.8 "SMS Gateway Services". d)Is the requirement in PWS Paragraph 5.3.3, "The solution shall be scalable to support other applications developed by VA that have a requirement to send text messages" and PWS paragraph 5.3.4 for "Messaging APIs and middle tier services" too open ended for pricing purposes? e)Is the requirement in PWS Paragraph 5.3.3, "Provisions shall be included for expansion of messaging subscription types by individual application developers" too open ended for pricing purposes? 4. This request for information, or Sources Sought notice, shall not be construed as a Request for Proposal. Information is to be provided on a voluntary basis.
