- Solicitation Number: W91ZLK-13-T-0184 NOTICE OF INTENT TO AWARD SOLE SOURCE - 11 June 2013 - Army Contracting Command (ACC) Aberdeen Proving Ground (APG) intends to issue a Firm Fixed Price purchase order to the Association for Assessment & Accreditation of Laboratory Animal Care International, 5283 Corporate Dr, Suite 203, Frederick, MD 21703-2879 (Cage Code: 0ZFY4) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart FAR 6.302-1, only one responsible source an no other supplies or services will satisfy agency requirements. ACC-APG Tenant Contracting Division, 6001 Combat Drive, Aberdeen, Maryland 21005 has a requirement to acquire the renewal for lab accreditation in support of Public Health Command (PHC). CLIN 0001: Renewal of Lab Accreditation Contractor shall provide the required annual accreditation for a research laboratory within the Public Health Command. Maintaining full accreditation is mandatory for all animal research programs in accordance with Army Regulation 40-33. The Government intends to award a firm-fixed price sole source purchase order to Association for Assessment & Accreditation of Laboratory Animal Care International (AAALAC). This firm is the sole source provider of the required lab accreditation. The North American Industry Classification System (NAICS) for this requirement is 541350 with a size standard of $7 million. All responses received within ten (10) days after the date of publication of this notice will be considered by the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested persons may identify their interest and capability to respond to the requirement no later than 10:00 AM Eastern Standard Time, 21 June, 2013. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. This document incorporates provisions and clauses that in effect through the Federal Acquisition Circular, FAC 05-66 effective 1 April 2013. This requirement is determined to be available from only one source because of its unique requirements. No request for quotes for this procurement will be transmitted via Federal Business Opportunities. All potential offerors shall contact Ms. Amy Bozzard via email at amy.m.bozzard.civ@mail.mil for additional information and/or communicate concerns pertaining to this procurement. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
