Description
THIS PROJECT HAS BEEN DETERMINED, IN ASSOCIATION WITH THE SBA, TO BE A HUBZONE SET-ASIDE. The Chester Warner Valley Road project is located in Plumas County on California Forest Highway (FH) 169, otherwise known as Old Red Bluff Road (Plumas County Road 312), off near Chester, CA. This project is the second phase of construction, and will provide resurfacing, restoration, and rehabilitation to 4.8 miles of roadway between the country road intersections of Juniper Lake Road and Warner Valley Road to the east, and the intersection of Warner Valley Road and Old Red Bluff Road to the west. Work will be suspended for approximately 3700 feet through the phase (1) project, which realigned a segment of roadway and constructed a new bridge over Warner Creek. The major work elements include pulverizing the existing road to a depth of 6", subexcavation, and a 3" asphalt surfacing. Due to the elevation of the project, snow melt typically occurs in late Spring, and snow falls in late Fall, thus controlling commencement and termination of construction operations. Temperature dependent work items such as asphalt paving and pavement marking must be completed in dry conditions, for which the duration is also limited. The proposed project is for restoration, resurfacing, and rehabilitation of the existing roadway including subexcavation, pulverization, aggregate base, asphalt pavement, and drainage improvements.
