- THIS IS A SOURCES SOUGHT FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. The U.S. Army Corps of Engineers, Baltimore District, requests letters of interest from SMALL BUSINESS DESIGN-BID-BUILD GENERAL CONSTRUCTION CONTRACTORS interested in performing construction work at the Vehicle Storage Facilities - U. S. Army Transportation Agency, located at Fort McNair, Washington, D.C. This project will use NAICS Code: 236 - Construction of Buildings / 236220 - Commercial and Institutional Building Construction. The magnitude of construction for this project is $5,000,000.00 to $10,000,000.00 million. Small Business contractors must perform a minimum of 20% of the work. Estimated Period of Performance: It is anticipated the work would be performed over a period of 670 days, a twenty two months period to allow for phased construction activities. Between Fall 2013 and the close of Summer 2015. Project Description: Construction of a new Operations Facility, renovations and upgrades to two existing buildings and a restoration and upgrade of a vehicular egress point. Construction will include the installation of a quote mark green roof quote mark for water quality, precast tilt-up concrete panels, a sky bridge linking a historic structure with the new Operations Facility and a Sensitive Compartmentalized Information Facility (SCIF). Demonstrated experience working on historic buildings and the aforementioned unique attributes of this projects is a requirement. Additionally, due to the mission sensitive nature of this project United States Citizenship of all individuals working inside any of the structures is required. The Operations Facility is a 20,124 sqft newly constructed building adjacent to Building 18 with the capacity to store 40 vehicles and a second floor administrative space that connects to Building 18 via a personnel bridge. The first floor (17,182 sf) of the New Facility consists of the garage area, the mechanical, electrical, and fire pump rooms and a stair leading to the second story administrative area. To the northeast of the building is attached an independently supported Wash Bay. The primary entry into the new facility is from Building 18 via the second floor personnel bridge. However, the first floor of the facility has several egress doors that may be able to act as limited card reader access doors barring the customer's discretion. The second floor (2,942 sf) of the Operations Facility houses administrative functions which include the Operations Monitoring Room and a Sensitive Compartmentalized Information Facility (SCIF). Within the SCIF are a secure VTC capable conference room and a Communications room. The central corridor links these spaces to each other while also leading the visitor to the personnel bridge located at the southwest corner. Additionally, an exterior door has been located on the east wall of the two story mass in order to provide access to the Vegetative Roof. The overall facility shall also include special foundations, fire protection and alarm systems, sprinkler system, building information systems, Intrusion Detection System (IDS) installation and CCTV system, and Energy Monitoring and Control System (EMCS) connection. Sustainability and Energy conservation measures will be provided throughout the design as well. The design of the new Operations Facility will also provide rough-in for potential electric car charging for future conversion of the fleet to electric vehicles. Additionally, a Wash Bay shall also be constructed on the northeast end of the Facility. - Building 18 is an 9,600 sqft existing historical facility on the Ft. McNair Installation. It is currently used as an administrative building and shall be renovated to house the main Headquarters functions of this project. The project shall lightly renovate the First and Second floors of Building 18 which includes repainting the walls, repairing the carpet tile flooring as needed, and repairing the ceiling tiles and track as needed. - Building 33 is a 3,500 sqft grounds and equipment maintenance building that shall be renovated to house additional Operations functions including Vehicle Maintenance Areas. The building's exterior walls shall remain the same with little to no effects. The three overhead coiling doors shall be replaced with new doors of the same size doors. Within the building there shall be two maintenance areas on the north and south aligned with the existing 8' wide over head coiling doors. To the north and the south new partitions and ceilings shall be constructed to enclose functional space. These spaces include an office, unisex toilet room, and janitor's closet to the south and a mechanical room, and electrical room to the north. The exterior walls of the office, unisex toilet room, and janitor's closet shall be furred out and insulated to provide temperature control within these spaces. The overall Building 33 shall not be insulated. A sprinkler system shall be added the Building 33 to provide fire protection within the building. - Ft. McNair's P Street Gate and Gatehouse shall be renovated in order to provide an operational gate for egress and limited ingress into the Fort. This renovation includes repairs to the gate in order to reestablish its motor and movement capabilities. New control and electric lines shall be installed and connected to both the gate house and the Operations Room in the new facility. The Gate house shall be replaced by a prefabricated gate house of matching exterior aesthetics and finishes. It is intended that this facility to be operated by the installation's MPs. Interested sources shall submit a qualifications statement demonstrating their ability to perform work as described above. The narrative shall include a summary of qualifications, details of similar work experience, including dates of performance and references with contact information. Interested sources shall submit the following: 1.Company name, address, phone number and point-of-contact. 2.Please submit your cage code and DUNS number to verify your business status as a qualified Small Business (SB), Small Disadvantaged Business (SDB), Service Disabled Veteran Owned SB (SDVOSB), Veteran-Owned Small Business (VOSB), Historically Underutilized Business Zones (HUBZones), Qualified Section 8(a) or Women-Owned Small Business (WOSB). Contractors must be registered in SAM at time of contract award, Please see https://www.sam.gov/portal/public/SAM. 3.Indicate the primary nature of your business. 4.Provide three (3) examples of projects similar to requirements described in the project description above, within the past five (5) years. Please demonstrate experience in the type of work at the similar contract value, in a similar type of location. Include point of contact information for examples provided as past performance on indicated projects so that it may be verified. Contractors with unsatisfactory past performance may not be considered capable of successfully performing this type of work. In addition please provide: 5.A letter from the surety regarding the potential Small Business General Contractor's maximum bonding capability for a single contract action as well as the total aggregate bonding capacity. Total submittal shall be no longer than twelve (10) pages in one.pdf file or word document. Email responses are required.
