- This synopsis dated June 10, 2013 is modified to correct the value of this project as follows: "The value of this project is between $500,000 to $750,000." Below is recapture of the announcement for your information. This is a Synopsis/Pre Solicitation Notice for marketing purposes only. This project includes providing all labor, materials, equipment, transportation and supervision to reconfigure/repair a 1,819 Navy Operational Support Center (NIOC) Enclave Bldg. 100, at NOSC St. Louis, MO. Repairs include, but are not limited to, upgrades to mechanical room, wall reconfiguring, closing enclave penetrations, replacing ceilings and floors, electrical distribution system, demolishing unused HVAC duct work and cabling, replacing security system and installing a building ground system. This project is set aside for Service Disabled Veteran Owned Small Businesses nationwide. This work shall be performing in a secure facility therefore only U. S. SDVOSB may be considered for award of this project. A security non-disclosure document will be signed before the start of construction in the SCIF. The anticipated award date for this project is or on about August 30, 2013. Contractors will be required to provide a technical and price proposal for evaluation. This acquisition will result in the awrd of a single firm fixed price contract award for construction services under CLIN 0001. Evaluation factions include: Factor 1, Experience; Factor 2, Safety; Factor 3 Past Performance; Factor 4, Technical Solution and Factor 5 is Price. The budget for this project is $500,000 to $750,000. Firms submitting a technical and Price Proposals will not be compensated for documents. Award for this project will be based on Low Price Technically Acceptable source selection process. In accordance with FAR Clause 52.236-1, Contractors will be required to perform at least 15% of the work with its own organization. All prospective offerors and plan rooms MUST register themselves and have certified representations and certification in the SAM database at www.sam.gov.
