- JA In accordance with ER500-1-1, a Declaration of Emergency has been declared to exist in the Rock Island District as of 0800 hours April 17, 2013. Many of the rivers and streams within the Rock Island District are currently at or above action/flood stage. The current NWS river level forecast indicates that rivers and streams will continue to rise. Damage to Marseilles Tainter Gate Nos. 2 and 3 has left these gates inoperable and in a raised position, allowing flow under the gates. Failure to block flow and repair these gates may result in loss of pool, which could occur within a month. The District currently has one bulkhead assembly which will block flow for one gate. With two gates being inoperable and potential for the remaining tainter gates to be damaged, additional bulkhead assemblies need to be procured in order to repair/service multiple gates at a time. The current condition of the dam and its foundation is unknown. Sunken barges block large areas upstream of the dam, potentially creating flow regimes that are causing scour of the foundation material. Quickly enacting repairs will reduce the length of time that the dam foundation is exposed to uncontrolled flow that could potentially result in undermining of the structure. If severe undermining of the dam were to occur, it could result in catastrophic failure of the structure. Failure to quickly obtain bulkhead assemblies could also result in a prolonged loss of commercial navigation along the Illinois Waterway. This would have regional and national economic impacts as commodities would require transportation by less efficient modes. Additionally, Exelon operates a nuclear generating station that draws cooling water from the Marseilles Pool. A prolonged loss of pool could result in the shutdown of this plant with impacts to the regional power supply. The bulkhead assemblies were recently designed and contract documents are in place to quickly fabricate additional sets.
