Attachment B - Solicitation 20074588JAM Elemental Line item Pricing Buildup Attachment A - Solicitation 20074588JAM DEMONSTRATION OF CONTRACTOR'S UNIQUE QUALIFICATIONS/OR BRAND-NAME PRODUCT'S UNIQUE CHARACTERISTICS THAT ARE REQUIRED: Customs and Border Protection (CBP) is issuing this Notice of Intent to award as a sole source requirement to High Threat Concealment (HTC), 708 Gum Rock Street, Suite E, Newport News, VA 23606 for Low Profile Systems (both Left and Right handed). The weapon concealment gear shall be brand name or equal and equipped with all of the specifications detailed in Attachment B of this notice. The HTC gear is unique in its design to discreetly conceal firearms, magazines, medical and communication equipment while keeping it centrally located at the waist and assembled in such a fashion as to avoid the imprinting on an outer garment (suit, jacket, etc...). The equipment used by CBP personnel overseas "High Threat" environments (Afghanistan, etc...) and the PD300A and trainers/members who have researched and found the equipment that meets the requirements of the team. DESCRIPTION OF MARTKET RESEARCH CONDUCTED: Market Research was conducted through research in General Services Advantage; however, no item could be found that matched the unique low imprinting properties that are inherent in the HTC gear. The standard duty belt companies' products were evaluated and found to be highly visible under dress jackets and the buckles revealed that there was gear present that would overtly reveal the presence of the mission required gear. The gear is currently successfully being utilized Department of State personnel in support of an identical need to meet their mission requirements which mirror the CBP requirements. Therefore, sole source selection has been made of the HTC gear as it is unique and available to meet the specified requirements of CBP personnel in Afghanistan. GENERAL INFORMATION: This notice of intent is not a request for competitive proposals; however, all proposals received by the closing date and time will be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A pricing sheet (see Attachment B) is provided as a part of this solicitation package. Vendors meeting or exceeding the specifications as detailed in "Attachment B" shall enter unit prices on Attachment B and submit Attachment B with their proposals on or before the due date specified later in this paragraph. Any vendors who believe they can provide the equipment and can provide proof of ability to meet the requirements should email or fax their company's capabilities information and specification sheets to the attention of Jon Massey by 1:00 PM Eastern Standard Time, 24 June 2013.
