- The Naval Air Warfare Center Weapons Division (NAWCWD) intends to increase the level of effort by 49,920 hours within the current contract period of performance on an other than full and open competition basis on contract N68936-08-D-0027 for Engineering services with Engility Corporation, 3750 Centerview Drive, Chantilly, VA 20151. A level of effort increase is required on contract N68936-08-D-0027 due to unanticipated work, which includes the addition of EA-18G Foreign Military Sales to the Australian Defense Force, AEA integration for ACAT 1D Next Generation Jammer, and Overseas Contingency Operations in direct support of United States Marine Corps EA-6B missions. This additional effort will sustain critical engineering services for the AEA IPT at NAWCWD, Pt. Mugu. Engility Corporation is the current contractor providing effort under this contract and therefore is the only contractor capable of performing in the required timeframe. They have the required workforce, expertise, experience and are currently working on-going projects. The additional level of effort is mission critical and failure to meet all requirements will incur an unacceptable delay in fulfilling the Governments requirements to execute Overseas Contingency Operations upgrades to the EA-6B and EA-18G aircraft. It is in the best interest of the Government to allow the current contractor to continue performance so that the Government does not fail to meet mission requirements. Failure to do so will result in undefined radar and communication systems that will prevent fleet operators from detecting and jamming these systems in support of kinetic strikes. This will degrade the fleets ability to degrade the fleets ability to meet mission requirements. All responsible sources may submit a capability statement or proposal which shall be considered by the agency, however, any firm must clearly show their ability to perform the work without compromising the quality, accuracy, reliability, and schedule that would affect the war fighter.
