- The Forest Service Albuquerque Service Center (ASC) in Albuquerque, NM has a requirement for Sign Language Interpretive Services. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.603 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and no other written solicitation will be issued. This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-38 effective 10 December 2009. This is a Request for Proposal (RFP) and the solicitation number is AG-8371-S-13-0018. This solicitation is issued as a 100% small business set-aside. The associated NAICS code is 541930, and the associated size standard is $7,000,000.00. This will be a multiple award, firm fixed price IDIQ contract. The award will be the base year with a 2 year option period. Award to be made to a minimum of 3 awardees, and no more than 5. The general location of service need is in the Southwest Region (R3), to include Arizona and New Mexico. Primary Place of Performance: Albuquerque Service Center (ASC), Albuquerque, NM. Quote MUST be good for 30 calendar days after close of request. Scope of Work: These services will be on an as needed basis for meetings, training, events etc...to include spoken English into signed English and American Sign Language (ASL), and interpreting ASL and signed English back into spoken English. The incumbent shall provide sign language interpretation services for employees located at the ASC, Albuquerque, NM. • Sign language interpretation services shall be coordinated at a minimum of 48 business hours in advance, Monday through Friday (6:30AM - 5:00 PM). Coordinator TBD upon award. • If the Government should require interpreters with less than 48 business hours notice, the Contractor shall attempt to provide interpreter/s. • The Government may cancel the services with no less than 48 business hours prior notice, Monday through Friday, with no penalty or charges assessed. • If the Contractor is not notified of a cancellation 48 business hours prior to the scheduled assignment, the Contractor may invoice for the number of hours scheduled for the assignment. • If an interpreter appears for an assignment and the necessary parties fail to appear within 60 minutes of the assignment, the interpreter may leave and invoice for the minimum number of hours allowed per assignment (2 hours minimum). • If the Contractor cannot attend a scheduled event, 48 hours notice shall be given to the requestor. The Government shall not incur any charges. • For kept appointments, chargeable time shall begin at the designated appointment time and end when contractor is released by the person who requested services. All services are based on a two (2) hour minimum. The Government shall only pay for interpreters providing service, and no one else. Travel is not included, nor authorized. • In the event of travel, Interpretive Services will be provided by the hosting unit/forest. Once the contracts are awarded assignment to any particular contractor will be done on a rotational basis, depending on availability. The Contractor shall receive and book each assignment after consultation with the Government Point of Contact(POC) or Contracting Officer Representative(COR). Appointments may be arranged and confirmed via phone or email. Additional interpreters are permitted, after consulting with the Government POC, when the length of the appointment is such that a single interpreter cannot provide adequate service without frequent or lengthy breaks. The number of additional interpreters shall be kept to the minimum necessary to provide service appropriate to the specific interpreting situation. Miscellaneous: The number of Interpreters for any given assignment will vary, depending on hours needed. For instance an event less than 2 hours would only require 1 person where as an all-day event could take two or more, depending on the complexity of the interpreting needed. The number of interpreters will depend on the material to be interpreted. Terminology/Acronyms - There may also be a circumstance where knowledge of specific agency terminology/acronyms is vital to the meeting. We would rely on the requestor to provide the interpreter with any needed information so that services may be completed. The contractors will be currently licensed, in Arizona, Arizona Commission for the Deaf and Hard of Hearing; and in New Mexico, the Signed Language Interpreting Practice Board (SLIPB) under the Regulation and Licensing Department (RLD). These are requirements in place by each respective state, licensure verification shall be provided at time of quote submission. Incumbents shall be licensed, provisional licensure is not accepted. Sign language Interpreters shall keep all assignment-related information strictly confidential. Authority: The appointed Government Point of Contact (POC), or Contracting Officer Representative (COR) will be the individuals authorized to schedule appointments for sign language interpretation services. Once scheduled, a request for services will be sent to the CO so the order may be placed with the appropriate vendor. Any changes to the contracts and/or task orders will be provided to the Contracting Officer (CO) for approval, and a modification issued to the Contractor by the CO. Security Requirements: The Contractor or authorized representative shall submit to the Contracting Officer Representative (COR), a roster of names of all employees who will be engaged to work at Albuquerque Service Center, Albuquerque New Mexico. The roster shall contain the following information about each individual: 1. Name (last, first, middle initial), aliases 2. Social Security Number 3. Status (type of employment) 4. Name of Company 5. Office phone number 6. Home address 7. Date of Birth 8. Length of anticipated employment 9. Citizenship Contractor employees must bring personal identification, including a valid state issued drivers' license, to the site where the services are requested. The Contractor and employees shall comply with all security requirements imposed by the Forest Service (FS) at all times while on the federal property. Contractor personnel involved in civil crimes and/or other incidents of misconduct may be restricted entry to onto FS federal property. The Contractor is responsible for insuring any badges issued are returned the same day of employee termination or contract completion. Billing: Contractor shall submit monthly invoices for actual hours worked, to the Government POC or Contracting Officer Representative (COR). Invoices shall indicate the authorized Government contact who requested the service, contract #, and date and time of services rendered. FAR 52.212-1 Instruction of Offerors-Commercial items applies to this acquisition. Addenda to 52.212-1: OFFER SUBMISSION INSTRUCTIONS: Proposals must include the following items. Submission of a proposal that does not contain all items requested below may result in elimination from consideration for award. 1. "Facsimile proposal," as used in this provision, means a proposal, revision or modification of a proposal, or withdrawal of a proposal that is transmitted to and received by the Government via facsimile machine. (b) Offerors may submit facsimile proposals as responses to this solicitation. Facsimile proposals are subject to the same rules as paper proposals. (2) The method and time for resubmission shall be prescribed by the Contracting Officer after consultation with the offeror; and (3) The resubmission shall be considered as if it were received at the date and time of the original unreadable submission for the purpose of determining timelines, provided the offeror complies with the time and format requirements for resubmission prescribed by the Contracting Officer. (e) The Government reserves the right to make award solely on the facsimile proposal. However, if requested to do so by the Contracting Officer, the apparently successful offeror promptly shall submit the complete original signed proposal. FAR 52.217-9 Option to Extend the Term of the Contract (MAR 2000) (1)The Government may extend the term of these contracts by written notice to the Contractor within 30 days after the expiration of the current performance period; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (2) If the Government exercises this option, the extended contract shall be considered to include this option clause. (3) The total duration of this contract, including the exercise of any options under this clause, shall not exceed five (3) years.
