- Description
- The Federal Highway Administration (FHWA) intends to award a sole source purchase order to the Construction and Demolition Recycling Association (CDRA) for support of the 6 th Asphalt Shingle Recycling Forum, scheduled for November 7-8, 2013, in Denver, Colorado. FHWA has a multi-year high profile pavement technology program. An aggressive technology applications program, aimed at all elements of the profession, has potential to result in more efficient design, and more economical and longer-lasting asphalt pavements. One of the goals is to support and promote the widespread use of asphalt pavement recycling since asphalt pavements ranks as the single most recycled materials in the United States and has also been determined to be vital to extending the pavement service life of the nation's infrastructure. CDRA is a national recognized association with unique capabilities and qualities that includes being the principle professional asphalt shingle pavement recycling organization/association in the United States for nearly two decades. The CDRA also has experience in hosting and managin g National and International forums. The CDRA includes representatives from across the United States and internationally with the common purpose to enhance and support the use of shingle products in an environmentally sound, sustainable, and cost effective manner. The CDR A includes members and various groups that are under the CMRA banner are extensive representing equipment manufacturing and sales, material handling and production of final ground shingles for use in asphalt materials and other applications. The past forums have attracted highway engineers, designers, asphalt material suppliers, contractors, HMA producers, and equipment manufacturers from across the country. It has been demonstrated that the CDRA has dedicated and professional staff capable and experienced in conducting multiple outreach activities including hosting of national and regional conferences. No other source, representing the asphalt shingles industry, is known to exist at all levels including Federal, state, county and city, and commercial or private groups. Only CDRA has the known ability for the outreach to the industry that focus on shingles and how best to recycling them. They have a comprehensive network of domestic and international member/associates needed to conduct successful forums. The proposed action is for equipment which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. All responsible sources may submit a response identifying their interest and capability to respond to this requirement. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a Simplified Acquisition and the total estimated value is not to exceed $30,000; the anticipated award date is in June, 2013.
