- This is a draft Performance Work Statement (PWS) for Skill Gap Analysis in support of the Air Force COOL website. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL (RFP). The purpose of this Request for Information (RFI) is to gather information from industry for the U.S. Air Force (USAF) Community College of the Air Force (CCAF), Maxwell Air Force Base (AFB)/Gunter Annex, Alabama. See the attached draft Performance Work Statement (PWS) for Skill Gap Analysis for specific details. The Government considers information on market capabilities, common industry standards, latest technological advances, commercial terms and conditions, timelines for adaptation and integration, and possible suppliers and sources to be helpful. All feedback and information received may be used to determine the appropriate acquisition strategy for a possible future acquisition. This notice is issued solely for market research and planning purposes and does not constitute a request for proposal, request for quote, or invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. No award will be made from this RFI and the Government will not pay for any effort expended in responding to this notice. The Government is seeking sources that are capable of providing skill gap analysis to support the creation of the Air Force Credentialing Opportunities On-Line (COOL) website. This RFI is prepared for planning purposes only and is not restricted to small business. If the Government decides to pursue a RFP, portions of your RFI response may be incorporated into the Performance Work Statement (PWS). Please provide the following information (10 pages or less, 12 font): (1) Company name, address, point of contact, voice/fax telephone numbers, and e-mail address, (2) Type of business, i.e., small, small disadvantaged, woman-owned, Hub Zone, service-disabled veteran-owned small business, large business, etc. under North American Industry Classification System (NAICS) 541511, size standard $7.0 million, (3) Provide experience in performing Skill-Gap Analysis, linking Military occupations to Departments of Labor (DOL) jobs and identifying any credentialing gaps that exist. (4) Provide experience in the creation and maintenance of databases and the transfer of information as outlined in appendix B of the PWS. Draft Performance Work Statement is attached. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. All submissions become Government property and will not be returned.
