Description
This is a Federal Highway Administration (FHWA) pre-solicitation notice (synopsis) for a Request for Proposal (RFP) with full and open competition. The Office of Pavement Technology would like to conduct research with an objective following the six strategies that are detailed in the Strategic Highway Research Program (SHRP2) solutions implementation plan. These strategies seek to ensure routine use of Precast Concrete Pavement (PCP) by a majority of highway agencies with support from FHWA, the American Association of State Highway and Transportation Officials (AASHTO), industry associations, and highway agencies who are the ultimate product champions. These strategies are, as follows: 1. Provide technical support to a limited number of new users of PCP to mitigate perceived implementation risks. 2. Heighten awareness of PCP technologies and dispel misunderstandings. 3. Develop PCP training modules targeting needs of highway agencies for key personnel in: design, materials, and construction as well as administrators and chief engineers. 4. Improve PCP technology on a continuing basis through research and testing. 5. Educate the contractor community, including concrete precasters and concrete paving companies, to address their role in PCP applications. 6. Foster technology transfer in the academic/education community to advance knowledge and understanding of potential uses of PCP among current and future engineers. It is anticipated that this RFP will result in a Cost-Plus-Fixed-Fee award contract with a base period with option periods. The solicitation, all related documents and amendments, if any, will only be released and available electronically through the FedBizOpps posting system at http://www.Fedbizopps.gov under the Vendors option followed by selection of the Department of Transportation (DOT) center. As such, no written, telephonic, facsimile or email requests for the solicitation package will be honored.
